DRAFT <br />ORANGE COUNTY, NORTH CAROLINA <br />POTENTIAL ITEMS/PROJECTS FOR 2004 FEDERAL ASSISTANCE <br />FUNDING ASSISTANCE <br />Northern Human Services Center Water & Wastewater Treatment and <br />Disposal System <br />Orange County is in the process of developing an on-site wastewater treatment system <br />that is necessary to fully utilize its Northern Human Services Center (NHSC) located on <br />Highway 86 North in the Cedar Grove community. The NHSC is formerly a public <br />school and has historic and community significance. It is located in a predominately <br />rural area and operated by the County to provide citizens with various human services, <br />including recreational programs; daycare services; nutritional programs for the elderly; <br />and educational opportunities for the low income and non-English speaking populations. <br />The facility is well beyond the area to which urban water and wastewater treatment <br />utilities will be extended within the foreseeable future. Accordingly, the wastewater <br />treatment system will use not only a conventional septic tank treatment process but an <br />innovative, efficient and sustainable secondary treatment process based on <br />artificial/created wetland theory and technology. The effluent quality provided by the <br />proposed system will allow subsurface discharge at a rate that will be sustainable for <br />several decades. The total cost - design and construction - for the system is currently <br />projected to exceed $300,000, not including the price of the land the County has acquired <br />to contain the subsurface wastewater disposal area. <br />2.
