<br /> <br />P a g e 23 <br /> <br /> <br />Orange County <br />Facilities Security Assessment <br />RFP#: 367-OC 5403 <br />CTCH Security Business Consulting – www.ctchconsulting.com <br /> <br />- The OC has outlined within Addendum 1 that it would like the transportation <br />route between the Detention Center and the Justice Center to be evaluated. The <br />project team will work with OC stakeholders to identify transportation and transit <br />routes between each site to conduct a throughput study which would identify <br />any risks that could obstruct the transportation of people or that puts staff <br />member at risk while conducting official business. <br /> <br />Structure Security Criteria (2): The following SRAMF-CPTED Criteria’s will <br />be evaluated – Progressive Collapse, Burglary Resistance of Windows, Security of Walls <br />and Non-Window Openings, Windows in Critical Areas, Protection of Air Intakes, <br />Isolated Ventilation Systems, HVAC Control, HVAC Filtration, Security of Ventilation <br />Equipment and Controls, Location of Utilities and Feeders, Separation of Emergency and <br />Normal Power Distribution, Emergency Generator Protection, Protection of Water <br />Supply, Protection of Building Systems and Roof Access; which would identify any <br />design flaws that may exist within the architecture of each site that could be exploited to <br />gain entry into site areas/systems or that could disrupt site operations. <br /> <br />Facility Entry Security Criteria (3): The following SRAMF-CPTED Criteria’s <br />will be evaluated – Badge/Fob Identification Systems, Regulatory Signage, Access <br />Control (Doors, Lock and Electronic), Visitor Access Control, Convenience Doors, <br />Building Entry Points, Perimeter Doors and Door Frame Construction, Building Entrance <br />Co-Locations, Visitor Screening, Occupant Screening, Lobby Queuing, Emergency Exit <br />Doors, After-hours Access Control, Control of Mechanical Keys/Access Cards/Pin <br />Numbers, Delayed Egress and Mail/Stores/Freight-Handling/Screening; which helps <br />identify traffic patterns and how access is gained onto each site/into buildings; and how <br />access is gained through logistical areas. <br /> <br />Interior Security (4), Security Systems (4), Security Operations and <br />Administrative (4) and Cyber Security (4): Once the team has conducted an external <br />evaluation of each site, it will then proceed to interior spaces. During the interior <br />evaluation, the team will evaluate interior door/windows assemblies; traffic patterns; <br />physical control measures (to include key control); locking devices; Electronic Security <br />Systems (Access Control Systems, Intrusion Detection Systems, CCTV, Duress System <br />and Mass Notification Components); traffic/lobby queuing; elevator; stairwell and floor <br />security. If an Electronic Security System (Access Control, Intrusion Detection, CCTV, <br />Duress, etc.) is in place, the team will perform functional tests, evaluate all utilities that <br />are used to support the systems and evaluate command and control features (policy <br />and electronics). The team will identify if these security measures protect asset areas <br />and personnel.
