<br /> <br />P a g e 18 <br /> <br /> <br />Orange County <br />Facilities Security Assessment <br />RFP#: 367-OC 5403 <br />CTCH Security Business Consulting – www.ctchconsulting.com <br /> <br />Size and the Threats to Tenant Agencies of each site; as outlined in the below rating <br />chart: <br />The Mission Criticality will be <br />identified by working with OC to <br />determine where within the county’s <br />Business Impact Analysis/OC’s <br />Logistical Logic Diagram is each site <br />located. Each sites Symbolism will <br />be determined by identifying what is <br />the level of importance of each site <br />within the local operating <br />environment. Facility Population and <br />Facility Size information would be <br />gathered by working with OC’s <br />facility department. Threat to Tenant Agencies information will be determined by <br />evaluating past security incidents that have occurred at the sites and/or based on <br />security incidents that have occurred at like sites within specific OC departments. The <br />final scores assigned to Mission Criticality, Symbolism, Facility Population, Facility Size <br />and Threat to Tenant Agencies will drive each site’s FSL rating; which in turn would <br />outline the baseline security requirements for the sites based on the Homeland Security <br />ISC standards. The initial rating can be adjusted (+ or -) depending on OC justifications. <br /> <br />OC could use the ISC-FSL rating format to develop baseline levels of security <br />protection for ‘all’ of its administrative/logistical facility sites throughout the county; <br />which would help with future security planning, security procurement and security <br />resource allocation efforts. Counties and Townships around the country are <br />implementing the Homeland Security, ISC standards in an effort to establish minimum <br />security requirements and in an effort to better allocate security resources. The team <br />would request that site managers, site stakeholders and/or OC security personnel help <br />the team formulate the initial FSL rating. <br /> <br />Interviews and Questionnaires: During Tier I the team will conduct its initial <br />interviews with OC stakeholders. The interviews would be used to capture opinionated <br />data from OC stakeholders from each OC department through the use of pin-pointed <br />questions. The team has learned that by making stakeholders part of the SRAMF-CPTED <br />evaluation and development process they are more than likely to accept changes <br />associated with security adjustments and upgrades.
