<br /> <br />P a g e 10 <br /> <br /> <br />Orange County <br />Facilities Security Assessment <br />RFP#: 367-OC 5403 <br />CTCH Security Business Consulting – www.ctchconsulting.com <br /> <br />Initial Project Evaluation <br /> <br />The project team has evaluated the RFP and has determined that OC is <br />requesting Comprehensive Security Assessments to be conducted on its decentralized <br />public owned and operated sites. In an effort to reach all goals associated with the <br />project, the team will implement CTCH’s SRAMF-CPTED model to evaluate all levels of <br />OC’s existing security posture at each decentralized site. <br /> <br /> The project team recognizes that OC has unique security requirements due to the <br />nature of business that its individual sites conduct (Board Meetings, Operations, Public <br />Services, Safety, Public Outreach, Administrative Support, Logistical Operations, Judicial <br />Operations and Parking). Based on an initial evaluation of the RFP, the team has <br />identified that the areas outlined with the RFP would be classified as Mixed Spaces <br />(Customer Services Areas, Administrative Areas, Logistical Areas, Utility Areas and <br />Parking Areas) and Restricted/Controlled Areas (Administrative Offices, Mechanical <br />Areas, Recycle/Hazardous Material Storage Areas, Meeting Areas, Security Management <br />Areas and Judicial Processing Areas). <br /> <br />The team will evaluate each of these decentralized operating environments in <br />accordance with industry specific security risk assessment guidelines, industry security <br />best practices and CPTED guidelines. Some of the guidelines and best practices that will <br />apply to OC project efforts are the: American Lighting Association Guidelines; ASIS <br />International General Risk Assessment Guideline; Homeland Security’s CCTV Technology <br />Handbook; Homeland Security - Integrated Security Committee Standards; Integrated <br />Security Committee – Minimum Standards for Armed Contract Security Officers; <br />International Crime Prevention Through Environmental Design (CPTED) Association <br />Guidelines; Life Cycle Management Center Standardized Electronic Security Equipment <br />Siting and Design Guidance for Permanent Installations; Major Cities Chief, Police <br />Association 1, Campus Security Guidelines, Recommended Operational Policies for Local <br />and Campus Law Enforcement Agencies; PDHengineer Complete Parking Lot Design; <br />Staffing Benchmark: A Model for Determining how many Security Officers are Enough ; <br />and Underwriters Laboratory 2050 National Industrial Security Systems which each are <br />relevant to a project of this scope. <br /> <br />The team has implemented the SRAMF – CPTED and Security Site Survey models <br />within similar project settings at Colleges, Counties, Offices of Education, Water <br />Processing Areas, Department of Defense National Critical Infrastructures, Healthcare <br />Centers and Industrial Sites (Public Owned and at Privately Owned). <br /> <br />DocuSign Envelope ID: CCAAE303-70FA-49DE-B23A-944301EA0EEB
