Orange County <br />Lake Orange Auxiliary Spillway Concrete Repairs CPS <br /> <br /> <br />Project 23210035 / August 21, 2023 Page 2 Schnabel Engineering South, P.C. <br />work to remove the design of replacement sluice gates and concrete repairs in the intake tower and add <br />additional field investigations of the auxiliary spillway. Schnabel completed the additional field <br />investigations and design of concrete repairs for the auxiliary spillway, which was summarized in a Final <br />Design Report dated March 30, 2023. Included in this Final Design Report were Design Drawings and <br />Technical Specifications for the auxiliary spillway concrete repairs. The Auxiliary Spillway Concrete <br />Repairs Final Design Report was submitted to North Carolina Department of Environmental Quality <br />(NCDEQ) Dam Safety for their review and approval. A Certificate of Approval to Repair for the auxiliary <br />spillway concrete repairs was received from NCDEQ Dam Safety dated June 14, 2023. <br />SCOPE OF SERVICES <br />General <br />The Certificate of Approval from NCDEQ Dam Safety dated June 14, 2023, includes the following <br />stipulations: <br /> <br />• In accordance with GS 143-215.29, project construction shall be supervised by Mr. Samuel Kees, <br />PE. Samuel Kees, PE shall be responsible for field observation of construction as necessary to <br />ensure compliance with approved plans. <br />• In accordance with GS-143-215.30 and 15A NCAC 02K .0203, .0212, .0215, and .0216, within 30 <br />days of completion of the project Mr. Samuel Kees, PE, shall inspect the completed work and <br />upon finding that the work has been done as specified, minimum stream flow requirements have <br />been satisfied, and the dam is safe, shall file with Division of Energy, Mineral, and Land <br />Resources one set of record drawings and a certificate stating that the work has been completed <br />in accordance with approved plans, specifications, and other requirements. <br /> <br />The scope of services proposed are intended to assist the County with bidding and to provide <br />construction phase services as necessary to meet the stipulations above from NCDEQ Dam Safety. <br /> <br />The scope of services described below will be performed under the responsible charge of a Professional <br />Engineer licensed in the state of North Carolina. <br />Task 1 - Assistance with Bidding <br />It is our understanding that the County has developed a Project Manual for the auxiliary spillway concrete <br />repairs project and advertised the project for bid on August 10, 2023. Schnabel will assist the County with <br />answering questions submitted by potential contractors during bid, assist the County with preparing bid <br />addenda, and review and respond to any requests for substitutions submitted by potential contractors <br />during bid. <br />Task 2 – Construction Phase Services <br />Schnabel will perform construction phase services to meet the requirements of the Certificate of Approval <br />stipulations outlined above.
