Attachment <br />JOB TITLE: EMS (Emergency Medical Services) Operations Manager <br />DEPARTMENT: Orange County Emergency Management <br />JOB SUMMARY: This position is responsible for assisting with managing and overseeing the <br />county's emergency medical services program. <br />MAJOR DUTIES: <br />o Works with the Deputy Emergency Management Director/EMS in managing all aspects of <br />the County's emergency medical services functions, <br />o Plans, develops and coordinates a comprehensive certified emergency medical services <br />training program approved through the North Carolina Office of EMS, <br />o Designs and conducts training; identifies and contracts with instructors; and serves as liaison <br />with the community college and the University in monitoring and evaluating courses, <br />o Supervises the operational EMS Supervisors: resolves problems, takes and recommends <br />corrective actions and discipline, and coordinates hiring and orientation of EMS personnel. <br />o Plans and administers the continuous quality improvement program, including monitoring <br />employees for compliance with patient care protocols and documentation; reviews training <br />records, medical reports and records; and conducts field spot checks. <br />o Monitors employees for compliance with the Infection Control Policy; documents and files <br />employee exposures and departmental compliance with OSHA standards, <br />o Monitors safety of employees, investigates on-the-job injuries and takes appropriate <br />disciplinary action. <br />o Plans, delivers and conducts training on a variety of topics such as use of medical <br />equipment, procedures for verbal and written reports, caring for patients at the emergency <br />scene and in transit to the hospital, diagnosing patients' injuries and illnesses, procedures for <br />handling deceased victims, including documentation and disposition, etc. <br />o Works with Deputy Emergency Management Director on developing the division's budget, <br />overseeing daily operations, including maintenance of vehicles and equipment, purchasing <br />of supplies and materials, scheduling personnel, and preparing forms and reports, <br />o Participates in EMS response for patient care, EMS back-up, search and rescue missions <br />and extended medical and rescue incidents, <br />o Participates in County Emergency Operation Center (EOC) activities and serves in various <br />roles within the incident command structure. <br />o Serves as Deputy Emergency Management Director/EMS in his/her absence.
