• Supervising the operational EMS Shift Supervisors. This includes resolving problems, <br />coordinating hiring and orientation of EMS personnel, taking and recommending <br />corrective actions and discipline, implementing procedures, ensuring compliance with <br />Infection Control Policy, and compliance with OSHA standards, <br />Planning and coordinating a comprehensive certified emergency medical services <br />training program approved through the North Carolina Office of EMS to provide <br />appropriate continuing education for all levels of EMS providers, including EMS field <br />personnel, training personnel, emergency medical dispatch and basic search and <br />rescue training. <br />Planning and administering the Continuous Quality Improvement program. This <br />includes monitoring employees for compliance with patient care protocols and <br />documentation; reviewing training records, medical reports and records; conducting <br />field spot checks; and providing regular reports on findings to the Audit and Review <br />Committee, <br />Working with the Deputy Director for Emergency Medical Services in managing all <br />aspects of the County's EMS functions. This includes budget development; daily <br />operations, including maintenance of vehicles and equipment, purchasing of supplies <br />and materials and scheduling of personnel; preparation of reports, and recommending <br />changes in policies, procedures and protocols. <br />The EMS Director requested that Personnel classify the new position based on these planned <br />duties and responsibilities. Personnel has reviewed the duties and responsibilities of the <br />position, compared the duties and responsibilities to existing County positions and conducted <br />market survey, although the available market data was very limited. Based on this, Personnel <br />recommends that a new class of Emergency Medical Services Operations Manager at Salary <br />Grade 20 be created. <br />FINANCIAL IMPACT: Funding for this position is included in the approved budget for 2005-06. <br />The estimated cost (salary and benefits) of this position is about $53,508 on an annual basis. <br />RECOMMENDATION(S): The Manager recommends the Board amend the Classification and <br />Pay Plan to add the new class of EMS (Emergency Medical Services) Operations Manager at <br />Salary Grade 20.
