Approved 11.1.2023 <br /> 48 AGENDA ITEM 5: PUBLIC CHARGE <br /> 49 <br /> 50 INTRODUCTION TO THE PUBLIC CHARGE <br /> 51 The Board of County Commissioners, under the authority of North Carolina General Statute, appoints the <br /> 52 Orange County Planning Board (OCPB) to uphold the written land development law of the County. The <br /> 53 general purpose of OCPB is to guide and accomplish coordinated and harmonious development. OCPB shall <br /> 54 do so in a manner, which considers the present and future needs of its citizens and businesses through <br /> 55 efficient and responsive process that contributes to and promotes the health,safety,and welfare of the overall <br /> 56 County. The OCPB will make every effort to uphold a vision of responsive governance and quality public <br /> 57 services during our deliberations, decisions, and recommendations. <br /> 58 <br /> 59 <br /> 60 PUBLIC CHARGE <br /> 61 The Planning Board pledges to the citizens of Orange County its respect. The Board asks its citizens to <br /> 62 conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens. At any <br /> 63 time, should any member of the Board or any citizen fail to observe this public charge, the Chair will ask the <br /> 64 offending member to leave the meeting until that individual regains personal control. Should decorum fail to <br /> 65 be restored,the Chair will recess the meeting until such time that a genuine commitment to this public charge <br /> 66 is observed. <br /> 67 <br /> 68 <br /> 69 AGENDA ITEM 6: CHAIR COMMENTS <br /> 70 There were none <br /> 71 <br /> 72 AGENDA ITEM 7: PLANNING BOARD RULES OF PROCEDURE—To make a recommendation to the BOCC on <br /> 73 potential amendments to the Planning Board's Rules of Procedure. <br /> 74 <br /> 75 Perdita Holtz: This topic was discussed in a work session type setting back in the June meeting and at <br /> 76 that time we talked about concluding the planning board meetings at 10:00 p.m., allocating 30 minutes for <br /> 77 the applicant to present their application to the Board, clarifying that planning board members should hold <br /> 78 their questions during the applicant's allotted presentation so that it doesn't go into the applicant's <br /> 79 30-minute time, and to allocate 3 minutes per person per agenda item when members of the public are <br /> 80 speaking. During the review of the rules and procedures document I found another item that needed to be <br /> 81 modified, and that is to reflect the new meeting location, which is here. So, in the document, the full <br /> 82 document is included but on Page 28 and 29 of the packets is where you'll find the proposed changes. It <br /> 83 did take a little bit of time to get through attorney review. Our staff attorney did have some concerns and <br /> 84 questions and a little bit of the language was modified from what we had submitted to him but what the <br /> 85 planning board talked about in June is encompassed in these rules and procedures. So, the <br /> 86 recommendation for tonight is to recommend approval of the rules and procedures document and, upon a <br /> 87 positive recommendation, it will go to the Board of County Commissioners for final approval because the <br /> 88 Board of County Commissioners approves all Advisory Board rules and procedures, not just the planning <br /> 89 Board. If this all happens tonight, it's scheduled for September 5th for a county commission meeting. So, <br /> 90 with that I am open to questions or if somebody wants to make a motion. <br /> 91 <br /> 92 Statler Gilfillen: I have a question. Let's say that we can anticipate the meeting might run 15 minutes <br /> 93 longer and one of the members up here wants to acknowledge that and supersede this, but it should <br /> 94 require a vote from the Board here. <br /> 95 <br />
