Because two <br /> 166 seems like a small end value to pull and then be able to say that this is the best vendor to go with for something that <br /> 167 feels like a broad reaching tool . <br /> 168 <br /> 169 Tom Altieri : I have no response to that, no insight there other than we followed the County Is procurement process . It was <br /> 170 advertised , not just in North Carolina but nationally . I was told that we only need one qualified applicant . Luckily , we had <br /> 171 two and we interviewed what we determined to be the best proposal based on our scoring matrix . Clarion actually <br /> 172 worked with us in 2006/2008 on the existing comprehensive plan , so they do have some familiarity with Orange County . <br /> 173 Leigh Anne King , their project manager was actually a project planner who worked for Roger Waldon of Clarion who <br /> 174 was the lead project manager at that time , former Chapel Hill Planning Director. We are very pleased with the team of <br /> 175 consultants that have been put together by Clarion . <br /> 176 <br /> 177 Statler Gilfillen : Following up , when you put the proposal out, then you selected , then you negotiated the price after the <br /> 178 fact, right? Was the price determined at the time of seeking out the consultants or was the price determined after you <br /> 179 had determined which consultant to use? <br /> 180 <br /> 181 Tom Altieri : Before . The consultant' s estimate was part of our scoring matrix , so cost was a factor that was involved so <br /> 182 we did have that information . <br /> 183 <br /> 184 Beth Bronson : What was the project manager' s name again ? <br /> 185 <br /> 186 Tom Altieri : Leigh Anne King . <br /> 187 <br /> 188 Beth Bronson : The project kick off, there would be stakeholder interviews the 17th .21 st? Was there a timeline for getting <br /> 189 those scheduled or should we just anticipate to hear? <br /> 190 <br /> 191 Tom Altieri : Anticipate to hear. We ' ve assembled all the contact information , they do have to work around public meeting <br /> 192 laws so there may be some one-on -one interview opportunities , there may be some cases where there are two or three <br /> 193 at a time . That information will be coming directly from the consultant . <br /> 194 <br /> 195 Beth Bronson : Do you anticipate them reaching out the week of the 17th ? I am just thinking about summer schedules and <br /> 196 wanting to make sure that if they have to change their timeline for that, I don ' t want anyone to miss the opportunity to <br /> 197 schedule . <br /> 198 <br /> 199 Tom Altieri : They have not given me a specific date , but I would think that they would start reaching out within the next <br /> 200 week . They understand that we need to have the dates on everyone ' s calendar. <br /> 201 <br /> 202 Beth Bronson : This is in reference to the 5 -year plan or is it a 20-year plan ? This comprehensive land use update? <br /> 203 <br /> 204 Tom Altieri : The planning horizon for the update is generally a 10-20 -year horizon . You will see projections that go out <br /> 205 as far as 20 years or so but as a general benchmark , updating your comprehensive plan every 10 years and the data in <br /> 206 it is a common benchmark . <br /> 207 <br /> 208 Beth Bronson : I thought I saw somewhere that it had to do with the 5 -year plan . <br /> 209 <br /> 210 Tom Altieri : I spoke a little about the county-wide strategic plan just because there are a number of different plans taking <br /> 211 place at the county . I wanted to make a clear distinction that the county-wide strategic plan is different, it is a short- range <br /> 212 plan , covers all the programs and services in the county and portions of that will help inform our work , some of the <br /> 213 outreach , the survey results , will dovetail into our work on the comprehensive land use plan with that longer, long - range <br /> 214 vision and longer planning horizon . <br /> 215 <br /> 216 Beth Bronson : Clarion is specifically for the comprehensive land use . Is there a different consultant for the strategic <br /> 217 plan ? <br /> 218 <br /> 219 Tom Altieri : There is , BerryDunn and Associates . <br />
