Approved & 7 -23
population and economy with future uses , recreation and schools . So those two items seem to be in conflict with each
other. We really as a board have not talked very much about if this will preserve the community and rural character of
this parcel or this neighborhood . We have heard a lot about desirable schools , desirable recreation activities , perhaps as
a board we need to spend some time talking about preserving community and rural character.

Melissa Poole : One of the options is to give extended time to consider . . . .

Adam Beeman : What do you want to achieve with the extended time?

Charity Kirk : We obviously need to discuss more or throw up another vote . . . is anyone changing their vote?

Statler Gilfillen : I am very close as the Eno River representative to changing my vote as these people are my neighbors
and live around me . I live on the old Jackson Farm site and if someone were to come in on the 40 -50 acres with this
development right next to my house , the old farmhouse on St . Mary' s , I would be very concerned . I am hearing a lot of
serious issues from these people . I also have a great deal of respect for Jim Parker and what he has done and is trying
to do . So I have mixed feelings about it and I have been right on that edge . Up until tonight when I couldn 't think of a
reason not to . What you just commented about the rural atmosphere , it affects all of us . What is the nature of our
community , you are putting a large block of property and are completely surrounded by neighbors . That was part of why 1
was asking Mr. Parker earlier about the question of if you put a school in , is there some sort of compensation . Long term ,
that type of solution may increase their property values but that is a hypothetical , so I have mixed feelings . I am not sure
that I should be voting tonight.

MOTION BY Beth Bronson to take additional time to review this matter concerning the proposed rezoning Atlas Map
amendment parcel number PIN 9883- 194355 . Seconded by Charity Kirk

Adam Beeman : No

Chris Johnston : No

Lamar Proctor: Yes

Beth Bronson : Yes

Statler Gilfillen : Yes

Melissa Poole : Yes

Whitney Watson : Yes

Charity Kirk : Yes

Steve Kaufmann : Yes

Elizabeth Kalies : Yes

MOTION PASSED 8 -2

The next scheduled meeting is May 3 , 2023 7 : 00 pm

AGENDA ITEM 4 : ADJOURNMENT

Meeting was adjourned at 11 : 10 PM

Adam Beeman , Chair
