We have to assume that you are going to get the charters <br /> 1160 and that they are going to be fully built out and that you are going to have 1400 students . <br /> 1161 <br /> 1162 Patrick Byker: It could be a private school , for instance . I did also want to clarify in the packet, page 267 , it <br /> 1169 mentions an endangered species , a proposed endangered species , the tri -colored bat . Your packet said it anticipates it <br /> 1170 will go on the endangered species list, prior to construction . So , you ' ll have to deal with that issue , that' s correct, right? <br /> 1171 <br /> 1172 Patrick Byker: Absolutely . I think Mr. Watson asked about the town ' s concern with <br /> 1180 insufficient flow . There was also concern about a mixed sewer/septic system . <br /> 1181 <br /> 1182 Jim Parker: The insufficient flow will be fixed with the addition of water tanks if necessary . I don 't really know what the <br /> 1183 concern about mixed sewer/septic means . You have many lots across the street that have a combination of public water <br /> 1184 and conventional septic systems on their lots so , it is not uncommon to have water service and septic system . I don ' t <br /> 1185 know what that comment really means . <br /> 1186 <br /> 1187 Lamar Proctor: Hillsborough would be legally obligated to provide water and sewer and then you would pursue that <br /> 1188 because that is your right under North Carolina law . <br /> 1189 <br /> 1190 Jim Parker: I want to make sure that it is understood by the board , if Hillsborough provides water and sewer, the cost of <br /> 1191 providing that and all of the water and sewer lines would not be borne by the town . <br /> 1192 <br /> 1193 Charity Kirk : I am concerned about Hillsborough not wanting this project . Have you addressed any of their concerns <br /> 1194 since they unanimously said no to the project and since we last met 2 weeks ago? <br /> 1195 <br /> 1196 Patrick Byker: We evaluated how to build the project with well and septic in order to move forward without needing town <br /> 1197 utilities which I assume would address their concerns . <br /> 1198 <br /> 1199 Charity Kirk : But you are not telling them that you don ' t want their water if you are going to use the state law to get their <br /> 1200 water it sounds like . So that doesn ' t sound like you have addressed their concerns . . . <br /> 1201 <br /> 1202 Patrick Byker: I don 't mean to speak for the Town of Hillsborough ' s attorney but there is a letter in the packet that <br /> 1203 states . . . . so we are operating today on the premise that as of 10 : 01 April 19 , we may well have to proceed using well and <br /> 1204 septic . . . <br /> 1205 <br /> 1206 Charity Kirk : But that is only if Hillsborough doesn ' t have the water. <br />
