Approved & T23
Lamar Proctor: In the packet , there is reference to Tryon 3 Arden Circle . Do you know what that' s about? Page 225 .
What' s the relationship between C4 and the site plan ?

Jim Parker : This was the initial routing of the public sewer that the town of Hillsborough wanted to see the proposed
routing of the public sewer and we had two alternatives to the routing . The initial one was through Habitat for Humanity' s
project , and it would piggyback off that sewer system that they would install and it would punch through to Colonial
Heights . Then , we submitted the one I described earlier, about going up US 70 . So , you ' ve got two options , we prefer the
US 70 route , at this point, and that' s the primary one that is submitted in this packet .

Lamar Proctor: That' s fine . What about water?

Jim Parker: Water would come down Jefferson , there is a water line that crosses 185 at the southwest corner of the
Colonial Heights subdivision the town put in several years ago . It' s already there at the roadway at Jefferson and it would
be extended up Jefferson and cross Lawrence Road to the site and that is a 12 - inch line .

Lamar Proctor : So the indoor facility would not be on the school property?

Jim Parker: Correct . That indoor facility could be tennis courts , it could be basketball , it could be volleyball courts , it' s all
in that building . That' s why it' s called the recreational building .

Lamar Proctor: The separate parcels are going to be contingent upon the nonprofits , raising the money and building
them ?

Jim Parker : Correct, or anyone who wants to build them .

Lamar Proctor: So the developer is not building those .

Jim Parker : Correct .

Lamar Proctor : I know that land was cleared and the vicinity of Bushy Cook and West Ten Road , well over 40 acres that
were cleared for HYAA ballfields . Do either of you know the status of that?

Jim Parker : My understanding is that' s no longer an option .

Lamar Proctor : So the conditional zoning that is before us is two schools , 1400 students , is that correct?

Jim Parker: That' s correct .

Lamar Proctor: I assume , and one of the board members talked about this , that there would be a cafeteria , a gym ,
showers . . .

Jim Parker : No showers , and cafeteria is a misnomer, they do not have a kitchen , they do not cook food , but the
cafeteria is where they all eat . They have supplemental lunches that are brought in , they have lunch programs , and they
bring their own lunches from home .

Lamar Proctor : On page 246 , you should be able to put in here how much water and sewer will be consumed , since you
know there will be 1400 students .

Jim Parker : The reason it is written that way is because we don ' t have the full charter, which would only be accepted by
the town . If the charter existed and was asked by the charter, right now the charter ask is 6 thousand gallons and that is
what' s been reserved . It' s going to change if another charter comes along for the k- 8 , and then that request will go to the
town as well . So , it could be 6 thousand gallons — which is the high school — or it could be up to 12 thousand , if both are
combined . It' s about 10 gallons per student, and that' s based on state regulations and historical data for charter schools .

Lamar Proctor : So , at full build out, it will release at least 14 thousand gallons a day .
