FY 2025 Global Agreement for Darlene Weaver, Transportation <br /> Operating Planning, Manager, 919-245-2002 <br /> PURPOSE: To approve the Orange County Fiscal Year 2025 Global Agreement for Operating. <br /> BACKGROUND: The Orange County Staff Working Group (SWG) approved the process for the <br /> FY 2025 Work Program's Process, Global Agreements and Projects Sheets in July and October <br /> 2023. This process will provide a balanced budget for the FY 2025 Orange Transit Work Program <br /> and allow all programmed projects in FY 2025 to move forward. <br /> Annually, the SWG reviews projects included in the Orange County Transit Plan and recommends <br /> a specific, annual Work Plan to implement those projects. Like the Capital Investment Plan (CIP), <br /> the Annual Work Plan identifies the specific projects and funding amounts budgeted for those <br /> projects in the upcoming fiscal year. <br /> The Comprehensive Participation Agreement (also known as Transit Governance Interlocal <br /> Agreement) as approved by all member agencies in June 2022 outlines the roles and <br /> responsibilities of each agency for the transit Annual Work Program and Multi-year vision plan. <br /> This now requires each project sponsor to sign a Global Agreement for operating and capital <br /> projects within their jurisdiction. Orange County currently has only a few operating projects for the <br /> Global Operating Agreement (Attachment 1). <br /> FINANCIAL IMPACT: Orange County receives quarterly reimbursements from GoTriangle for all <br /> Orange County specific projects approved in the Annual Work Program. Orange County does not <br /> receive any funds where local jurisdictions or regional agency are the project sponsor (e.g. <br /> Hillsborough, Chapel Hill, Carrboro, Mebane). <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this item: <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or color; <br /> religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic <br /> background; age; military service; disability; and familial, residential or economic status. <br />
