108 <br /> lib <br /> Residential developments north of Hillsborough are moderated and carefully approved to try and relieve traffic pressures <br /> through Downtown as well as reduce the burden of new units on the existing water and sewer system which is current <br /> reaching capacity. <br /> 2007 Hillsborough Parks and Recreation Master Plan (updated 2014) <br /> The plan is founded on a comprehensive study of the Town's recreational needs and includes an inventory of existing <br /> facilities,a needs assessment, and recommendations to guide the development of recreation facilities. <br /> The plan aims to meet the Town's recreational needs by providing recreational facilities in each of the Town's 16 park <br /> districts,using the Town's natural and historical heritage,and providing safe,convenient,and efficient travel ways for <br /> non-motorized transportation for all people in Hillsborough. <br /> Recommendations are organized into four categories 1)Organized Sports,2)Bicycle and Pedestrian Facilities,3)Social <br /> Equity,and 4)Partnerships with Regional and Local Organizations,with additional recommendations for each of the <br /> park districts.Some recommendations are broad,like promoting the inclusion of pedestrian and bicycle amenities in <br /> development projects and coordinating with Orange County and other municipalities on regional recreation planning. <br /> Specific recommendations include: <br /> ➢ Campaign with NCDOT for a safe pedestrian crossing at the intersection of US 70 and Orange High School Road. <br /> ➢ Providing pedestrian and bicycle paths along US 70. <br /> ➢ Investigate opportunities to open a pedestrian connection along Latimer Street between Hayes and Durham <br /> streets and between West King Street and Kings Highway Park. <br /> ➢ Recommend to Orange County the installment of a public park on the un-built lot behind the Orange County <br /> Planning and Agricultural Building. <br /> ➢ Investigate opportunities to preserve the Nash Mill site and promote its use for public recreation. <br /> ➢ If the Elizabeth Brady Road Bypass is built,provide wide outside lanes and sidewalks on both sides of the road. <br /> ➢ Promote additional greenway projects,including Cates Creek and the MST connector trails. <br /> 2009 Hillsborough Community Connectivity Plan (updated 2017) <br /> The Hillsborough Community Connectivity Plan inventoried existing pedestrian and bicycle facilities and makes <br /> recommendations for improvements to create a network of safe, accessible,and convenient options for alternative modes <br /> of travel in Hillsborough. <br /> 106 US 70 Multimodal Corridor Study Existing Conditions Report <br />
