5 <br /> • serve as a liaison between this consultant and the consultant selected for the Master Plan <br /> Design services. <br /> Both Gensler/VHB and the design services firm are obligated to work cooperatively on this project. <br /> The Committee will meet with the consultant monthly through the planning process. <br /> Prosect Presentation: The consultant will be required to make in-person progress presentations at <br /> up to three (3) meetings of the governing boards of the property owners of the Greene Tract <br /> (Orange County, the Town of Chapel Hill, and the Town of Carrboro) for direction and feedback. <br /> Other community stakeholders represented in both the 2021 Greene Tract ILA and on the <br /> Steering Committee may be invited to participate and comment at such meetings, at the discretion <br /> of the property owners. <br /> Based on the cost of the initial proposal, staff asked the consultant to develop a refined option <br /> that will provide for service on a shorter timeline and at a lower cost, with a cumulative cost savings <br /> of $125,200. <br /> A complete list of Project Deliverables and Fee Schedule is provided as Attachment 1. <br /> FINANCIAL IMPACT: The consulting cost proposal to complete the Greene Tract Master Plan <br /> Community Engagement Services as presented in the scope of work is $244,800. Pursuant to the <br /> 2021 Greene Tract ILA, Orange County shall be responsible for $105,264 (43%) of these costs, <br /> being reimbursed by the Town of Chapel Hill and the Town of Carrboro for $105,264 (43%) and <br /> $34,272 (14%), respectively, of the total associated costs with this project. Fair treatment means that no group of people <br /> should bear a disproportionate share of the negative environmental consequences <br /> resulting from industrial, governmental and commercial operations or policies. <br /> • ENABLE FULL CIVIC PARTICIPATION <br /> Ensure that Orange County residents are able to engage government through voting and <br /> volunteering by eliminating disparities in participation and barriers to participation. <br />
