1 <br /> ORANGE COUNTY <br /> A 4 <br /> F, <br /> Department of Environment, <br /> Agriculture,Parks&Recreation. <br /> MEMORANDUM <br /> To: Bonnie Hammersley, County Manager <br /> From: David Stancil, DEAPR Director <br /> Marabeth Carr, Landscape Architect <br /> Kalani Allen, Communications Manager <br /> Date: November 14, 2023 <br /> RE: Perry Hills Mini-Park—Master Plan <br /> In 2022, after hearing requests from members of the Perry Hills community, the Board of Commissioners <br /> approved funding for the creation of a mini-park on an unbuilt two-acre County-owned lot in the Perry <br /> Hills community, located between Efland and Mebane(please see Attachment 1). In June 2023,the Board <br /> approved supplemental funding for the project, bringing the amount for the mini-park to$180,000. <br /> The purpose of this memorandum is to report on the completion of a master planning effort with <br /> community residents. <br /> Following survey and preliminary design work in summer/fall of 2022, staff worked with a number of <br /> community residents to spread the word about the plans to develop a design for the mini-park.An initial <br /> master plan meeting was held on October 6,2022-in two parts.The first part invited community residents <br /> to visit the site of the park and learn about the findings of the survey and preliminary design work, with <br /> the second part taking place within the community as part of the Perry Hills Homeowners Association <br /> meeting at the home of a neighborhood resident.A total of 16 community residents attended this session. <br /> After this site visit and initial meeting, a series of three community meetings were set to develop the <br /> attached Proposed Master Plan. <br /> At the first meeting on January 9, 2023, the design process began. The group was given a report on an <br /> analysis of the site, along with descriptions of both the opportunities and constraints that the site offers. <br /> The budget and some "known" costs were also discussed, including items like permits and fees, survey <br /> work and minimum requirements for parking that would be required. In addition, an initial "menu" of <br /> possible park amenities was generated and discussed.As the meeting concluded, residents were asked to <br /> vote on their most-desired park amenities.
