- 2 <br /> Preliminary discussions have occurred involving County staff to determine how to address the <br /> interconnection issue and the impact the interconnections may have on a water conservation <br /> ordinance affecting OWASA customers. Further, because of the interconnection between <br /> Hillsborough and Durham and the new Hillsborough reservoir, additional work is needed to <br /> update Orange County's water conservation and allocation ordinance. It is not possible to <br /> predict presently haw long that work will take and when it will be completed. <br /> What is proposed for the Board Of Commissioners consideration is the interim Water <br /> Conservation and Demand Management Ordinance rotated to OWASA customers that is <br /> attached to this agenda abstract. If adopted by the Board, it will be effective when adopted <br /> Simultaneously, Orange County's Ordinance Providing For Water Conservation, Restricting The <br /> Use Of Water And Water Withdrawals And Allocating Augmented Slreamllow From Reservoirs <br /> will be suspended insofar as It relates to water usage by OWASA customers, the water level of <br /> University Lake and any raw water supply within Orange County used by OWASA other than <br /> the Upper Eric River system. <br /> FINANCIAL IMPACT: The financial impact of adopting this ordinance is not expected to be <br /> greater than that associated with the present Orange Cou ny Water Conservation Ordlnance. <br /> RECOMMENDATIONI The Manager and the Attorney recommend that the Board adopt AN <br /> INTERIM ORDINANCE PROVIDING FOR THE YEAR ROUND CONSERVATION OF WATER <br /> AND FOR TEMPORARY RESTRICTIONS DURING WATER SHORTAGES AND <br /> EMERGENCIES RELATED TO ALL ORANGE WATER AND SEWER AUTHORITY <br /> CUSTOMERS LOCATED IN THE UNINCORPORATED PART OF ORANGE COUNTY. <br />
