ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: September 7, 2005
Action Agenda
Item No. S
SUBJECT: Bid Award: Picnic Shelter at Efland Cheeks Community Center
DEPARTMENT: Purchasing and Recreation PUBLIC HEARING: (Y/N) No
ATTACHMENT(S):
Tabulation
INFORMATION CONTACT:
Pam Jones, 245-2652
Lori Taft, 245-2660
TELEPHONE NUMBERS:
Hillsborough 732-8181
Chapel Hill 968-4501
Durham 688-7331
Mebane 336-227-2031
PURPOSE: To consider awarding a bid to Patriot Builders of Hillsborough, North Carolina to furnish and
install an Enwood 20'x 28' wired picnic shelter,
BACKGROUND: In March of 2004, the Board authorized the submittal of a site plan for Phase II of
Efland Cheeks Park. Funding for Phase II of the park was included in the 2001 voter-approved Parks
and Open Space Bond. The field and walking track lighting component of Phase II is currently underway
and the Picnic Shelter would be the next feature to be installed. The shelter could be in place by mid fall,
which would allow time for the new playground installation before the winter,
Orange County staff developed specifications as part of bid solicitation 1442. An Enwood structure was
specified to match the existing structure on the site, This bid was sent to six contractors and advertised
on the County website, A pre-bid conference was also held. Patriot Builders of Hillsborough, North
Carolina submitted the lowest responsible bid that was responsive at cost of $20,900 to furnish and
construct the unit. Further, Patriot quoted $700 for gutters and drains making the total cost $21,600,
FINANCIAL IMPACT: In 2001, voters approved bonds totaling $250,000 for completion of Phase II of
the Efland Cheeks Park, and the Board approved a capital project ordinance for the project in March
2003, To date, the Board has approved $155,153 for field and walking track lighting leaving a remaining
balance in the project of $94,847. Should the Board award the $21,600 picnic shelter bid to Patriot
Builders, there would be $73,247 remaining in voter approved bonds to cover additional project
components such as trail clearing and playground construction.
RECOMMENDATION(S): The Manager recommends that the Board: award a bid for an Enwood
20'x28' Picnic shelter to Patriot Builders of Hillsborough, North Carolina and authorize the Purchasing
Director to execute the necessary paperwork
