Funding for Phase II of the park was included in the 2001 voter-approved Parks <br />and Open Space Bond. The field and walking track lighting component of Phase II is currently underway <br />and the Picnic Shelter would be the next feature to be installed. The shelter could be in place by mid fall, <br />which would allow time for the new playground installation before the winter, <br />Orange County staff developed specifications as part of bid solicitation 1442. An Enwood structure was <br />specified to match the existing structure on the site, This bid was sent to six contractors and advertised <br />on the County website, A pre-bid conference was also held. Patriot Builders of Hillsborough, North <br />Carolina submitted the lowest responsible bid that was responsive at cost of $20,900 to furnish and <br />construct the unit. Further, Patriot quoted $700 for gutters and drains making the total cost $21,600, <br />FINANCIAL IMPACT: In 2001, voters approved bonds totaling $250,000 for completion of Phase II of <br />the Efland Cheeks Park, and the Board approved a capital project ordinance for the project in March <br />2003, To date, the Board has approved $155,153 for field and walking track lighting leaving a remaining <br />balance in the project of $94,847. Should the Board award the $21,600 picnic shelter bid to Patriot <br />Builders, there would be $73,247 remaining in voter approved bonds to cover additional project <br />components such as trail clearing and playground construction. <br />RECOMMENDATION(S): The Manager recommends that the Board: award a bid for an Enwood <br />20'x28' Picnic shelter to Patriot Builders of Hillsborough, North Carolina and authorize the Purchasing <br />Director to execute the necessary paperwork
