1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: November 2, 2023 <br /> Action Agenda <br /> Item No. 7-a <br /> SUBJECT: Orange County Partnership to End Homelessness — 2023 Data Update <br /> DEPARTMENT: Housing <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Attachment 1: Data Update PowerPoint Rachel Waltz, Manager, Orange County <br /> Attachment 2: 2022 OCPEH Annual Report Partnership to End Homelessness, <br /> (919) 245-2496 <br /> PURPOSE: To provide an overview of the work of the Partnership, including updated system- <br /> level data about homelessness in Orange County submitted to the United States Department of <br /> Housing and Urban Development (HUD) earlier this year, obstacles, and successes. <br /> BACKGROUND: The Orange County Partnership to End Homelessness (OCPEH) was created <br /> in 2008 to coordinate funding and activities to end homelessness in Orange County. OCPEH is <br /> jointly funded by Orange County (39.5%) and the Towns of Carrboro (14.3%), Chapel Hill (39.7%), <br /> and Hillsborough (6.5%). <br /> OCPEH Manager Rachel Waltz will present the updated data and discuss how current data relate <br /> to identified gaps in the homeless service system, including rapid re-housing and street outreach <br /> programs. <br /> FINANCIAL IMPACT: There is no financial impact associated with receiving the report. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this item: <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or color; <br /> religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic <br /> background; age; military service; disability; and familial, residential or economic status. <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary <br /> for residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang <br /> activity, substance abuse and domestic violence. <br />
