35 <br /> 1 the Board except for major subdivisions. She said she would like the Planning Director's <br /> 2 recommendation on text amendments. She would also like a recommendation for a county- <br /> 3 initiated zoning atlas amendment but not a recommendation when it is from the outside. <br /> 4 Cy Stober said he does not know if they can legally make the decision just for county <br /> 5 initiated. <br /> 6 John Roberts said they will need to work through it. <br /> 7 Commissioner Fowler said she does not feel strongly either way. She said that the analysis <br /> 8 of the last project was helpful. <br /> 9 Commissioner Richards said she also appreciated the analysis and seeing both sides. <br /> 10 She said she feels there is lack of clarity around what the recommendation means and that is <br /> 11 what was an issue for her. <br /> 12 Vice-Chair McKee said he does not support a change but would be okay with the addition <br /> 13 of an analysis. He said that he is not in favor of any change at this time. <br /> 14 Commissioner Greene asked if most text amendments are initiated by staff. <br /> 15 Cy Stober said over 90% of the time either in response to state law or because of their <br /> 16 professional practices. <br /> 17 Commissioner Greene said there is more distrust in the community about the Board's <br /> 18 decisions. She said having planning staff analysis is helpful but should stop just short of making <br /> 19 a recommendation on approval or denial. <br /> 20 John Roberts asked if it would be easier to say, "the Planning Director shall not make a <br /> 21 recommendation on special use permits or conditional zoning applications" and leave the rest of <br /> 22 it untouched. <br /> 23 Cy Stober said that would be striking the recommendation from the text. <br /> 24 Chair Bedford asked about the zoning atlas versus a text amendment. <br /> 25 Cy Stober said it is seen as an extension of the text, but they can be separated. <br /> 26 John Roberts said he is not suggesting anything other than if the Board would like to <br /> 27 consider removing the recommendation from the conditional zoning applications. <br /> 28 Cy Stober said in regard to the consistency analysis, he needs to do a better job of doing <br /> 29 the analysis, so they have both options before them. He said that it is required by him to perform <br /> 30 the analysis, but he can do better without an amendment. <br /> 31 John Roberts said the Planning Director would still go through the conformity, but he can <br /> 32 change what the recommendations looks like. <br /> 33 Cy Stober said removing the recommendation would require an ordinance amendment <br /> 34 and this could be done by removing the recommendation requirement. <br /> 35 Commissioner Fowler said she wants that simple amendment to come back. <br /> 36 Commissioner Hamilton said she is pleased with the clarity and carefulness of analysis <br /> 37 brought by the Planning Director, but aware that may not always happen depending on who is <br /> 38 the director. She said it may be hard for some to be completely neutral. She said that she looks <br /> 39 forward to having the amendment brought back. <br /> 40 <br /> 41 8.
