45 <br /> 1 Slide#7 <br /> eedback/Questions <br /> 2 <br /> 3 Commissioner Fowler asked for clarification that they would use capital funds if necessary. <br /> 4 She asked if that was a legal use. <br /> 5 Bonnie Hauser said they were under the impression that it was a possibility if necessary. <br /> 6 Bonnie Hammersley said it would be an interim solution. <br /> 7 Commissioner Fowler clarified that the funds would get paid back. <br /> 8 Vice-Chair McKee said it was concerning to use capital funding for ongoing expenses. <br /> 9 Bonnie Hauser said it would only be if the federal government shuts down, and OCS <br /> 10 spends their fund balance to cover a loss of funding. <br /> 11 Chair Bedford said that Bonnie Hammersley said that if there is a fiscal crisis the first thing <br /> 12 is to stop capital programs. <br /> 13 Bonnie Hammersley said once the federal funds started up again, the capital funds would <br /> 14 be replenished. <br /> 15 Vice-Chair McKee said he would not want to set a precedent. <br /> 16 Commissioner Fowler thanked the OCS board for their presentation. <br /> 17 Chair Bedford asked how many more nurses they were able to fund. <br /> 18 The OCS board indicated it was two nurses per school. <br /> 19 Sarah Smylie said they were Nurse Technicians. <br /> 20 Commissioner Hamilton referred to slide #6. She asked if the $5.3 million in payroll was <br /> 21 in addition to the $6.5 million. <br /> 22 Bonnie Hauser said it was included in the $6.5 million. <br /> 23 Ashton Powell said he was curious as to what it would cost to feed lunch for every child. <br /> 24 Vice-Chair McKee said he was also interested in this information. <br /> 25 Chair Bedford asked if there was a waitlist for pre-school. <br /> 26 Rhonda Rath said she would have to bring that information back to the Board. <br /> 27 Nyah Hamlett said she doesn't think there is a waitlist. <br /> 28 Chair Bedford said that the county knows there are children not in pre-school, and there <br /> 29 is county funding available to support them. She said the Partnership for Children wants to <br /> 30 understand the barriers. <br /> 31 Commissioner Richards said there are still unfilled slots, and funding is available. <br /> 32 Bonnie Hauser asked if the Partnership for Children includes Head Start. <br /> 33 Chair Bedford said it is for More at 4. <br /> 34 Bonnie Hauser said they have Head Start students at elementary schools. <br /> 35 Chair Bedford acknowledged that information and said that the schools would have to be <br /> 36 licensed differently. <br />
