30 <br /> Ma. <br /> An updated GHG Emission Inventory was conducted as part of this CAP <br /> planning process in order to understand the present state of environmental <br /> impacts and to establish a baseline for the forecasting of future emissions. <br /> The methodology was built using the US Community Protocol provided by the <br /> ICLEI ClearPath tool coupled with United States Environmental Protection <br /> Agency GHG emission factors which serve as the benchmark for GHG emission <br /> inventory analysis nationwide. Emissions were estimated based on best <br /> practices drawn from these resources. The year 2019 was selected for the GHG <br /> Emission Inventory to offer a more typical representation of GHG emissions <br /> against the year 2022,given that the COVID-19 pandemic significantly reduced <br /> travel emissions and markedly impacted emissions from other sectors as well. <br /> Notably,the years 2020,2021, and 2022 recorded significantly lower emissions <br /> compared to current levels. A full understanding of the inventory can be found <br /> in Appendix A: 2019 GHG Emissions Inventory. <br /> The GHG Emission Inventory considers two distinct greenhouse gas accounting <br /> tracks: community and government sectors.
