That act ion represented the culmination of the vision of the <br /> BOCC-appolnted Construction and Demolition (C&D)Recycling Task Force that met from late <br /> 1999 through mid 2000 and presented its report and recommendations to the BOCC in August <br /> 2000. Chaired! by Commissioner Jacobs,the Task Force worked with a guiding "Statement of <br /> Principles'(Attachment 1)that shaped its recommendations. Foremost among the eleven <br /> recommendations in the Task Force's report was the enactment of an Orange County <br /> ordinance that would mandate recyGing or reuse of various categories of C&D waste. Key to <br /> the Task Force's efforts was the recognition that the C&D waste stream,which comprises about <br /> one-ihiN of the County's annual waste stream of about 90,000 tons entering the landfill,was <br /> largely untapped for mcwtirmlreuse potential. <br />
