<br />Cover Page Page 17 of 20 <br /> <br /> <br />Community Impact Award <br />If you are applying for the Town of Chapel Hill’s Community Impact Award, please <br />provide responses to the questions below. All other applicants, please skip these <br />questions. (Responses should not exceed 100 words per question) <br /> <br />1. Please describe the impact the proposed programs will have on the target population. <br />Please include specific quantitative and qualitative data in your response. <br /> <br />CEF helps Members secure housing, gain employment, and build savings to <br />sustain transitions out of poverty. All Members experience homelessness or <br />housing insecurity. <br /> <br />In 2023-24, CEF anticipates 80 Members will find income, 110 will secure housing, <br />135 will save $108,000, and 340 will complete financial goals such as creating a <br />budget and understanding credit. <br /> <br />Member Quotes: <br />“[CEF] really helps people get through the rough times… with a devoted and <br />caring way for the homeless.” <br />“CEF is like a warm blanket. It’s dependable – it will be there, and if you have a <br />problem you know it will get taken care of.” <br /> <br /> <br />2. What methods/tools will your organization use to evaluate the proposed program’s <br />effectiveness? Please include specific examples, such as a logic model. <br />CEF uses Salesforce CRM to track our work, utilizing a customized interface to <br />integrate data collection with service delivery processes. Advocates track Member’s <br />employment and housing status at each session and all financial coaching sessions, <br />Safe Saving Accounts, budgets, and Member information are tracked within this <br />system. Results are analyzed to evaluate effectiveness and show areas where CEF can <br />increase impact. We evaluate qualitative results of the program through interviews with <br />Members and Advocates and a quarterly survey of active Members. This survey asks <br />Members to rate their experience and satisfaction with CEF and to rate their financial <br />wellbeing. <br />3. Please briefly describe how your proposed programs aligns with evidence-based <br />approaches to addressing human service need(s). <br />CEF incorporates evidence-based strategies throughout the Advocate Program. We <br />follow a “housing first” model, which prioritizes permanent housing to create a <br />platform for pursuing other goals. Housing First results in participants accessing <br />housing faster and increases the likelihood of remaining stably housed.
