All Members experience homelessness or
housing insecurity.

In 2023-24, CEF anticipates 80 Members will find income, 110 will secure housing,
135 will save $108,000, and 340 will complete financial goals such as creating a
budget and understanding credit.

Member Quotes:
“[CEF] really helps people get through the rough times… with a devoted and
caring way for the homeless.”
“CEF is like a warm blanket. What methods/tools will your organization use to evaluate the proposed program’s
effectiveness? Please include specific examples, such as a logic model.
CEF uses Salesforce CRM to track our work, utilizing a customized interface to
integrate data collection with service delivery processes. Advocates track Member’s
employment and housing status at each session and all financial coaching sessions,
Safe Saving Accounts, budgets, and Member information are tracked within this
system. Results are analyzed to evaluate effectiveness and show areas where CEF can
increase impact. We evaluate qualitative results of the program through interviews with
Members and Advocates and a quarterly survey of active Members. This survey asks
Members to rate their experience and satisfaction with CEF and to rate their financial
wellbeing.
3. Please briefly describe how your proposed programs aligns with evidence-based
approaches to addressing human service need(s).
CEF incorporates evidence-based strategies throughout the Advocate Program. We
follow a “housing first” model, which prioritizes permanent housing to create a
platform for pursuing other goals. Housing First results in participants accessing
housing faster and increases the likelihood of remaining stably housed.
