While some purchasers <br /> may salvage out a limited number of parts from some machines, historically It would appear that <br /> most of the equipment ends up in the Lantlfll, Staff is therefore recommending that the men- <br /> functioning equipment be disposed of through the electronics-recycling program sponsored by <br /> Me Solid Waste Department rather than being sold at auction. The proceeds from this type of <br /> equipment are minimal (approximately$2000), so the County would not be losing significant <br /> revenue by taking this action. <br /> If the oMine auction method proves to be more profitable to the County for vehicle disposal and <br /> if the Board authorizes the staff to recycle the nonfunctioning electronic equipment rather than <br /> sell it at auction, the amount of surplus that would be available for auction will be limited <br /> primarily to once furniture and other small items. Staff is proposing the implementation of a <br /> .surplus store"at which these items would be sold. The 'atom"would ba posted on the Intranet <br /> and would encourage County departments to shop first at the sumlus store before ordering new <br /> items and would also be open to the public during specified times. Staff would seek authority to <br /> establish this operation and outline operational details later in the year at the same time <br /> authorization is sought to utilize the State's on-line auction for sale of vehicles, if the analysts <br /> indicates that to be a favorable option to pursue. <br /> The Board is also asked to note that the declaration of surplus vehicles Includes three vehicles <br /> designated for the Wheels for Work Program adopted by the Board in May 2000. The vehicles <br /> have been inspected and deemed acceptable for use by the program. <br /> FINANCIAL IMPACT: Assuming the Board's continued support of the computer reallocation <br /> program W non-profit agencies, staff would anticipate reduced revenue from the auction of <br /> approximately$2,00. Auction proceeds have been historically in the range of$25,000— <br /> $30.00o. <br /> Funds for the sale of abandoned and confiscated property will be evenly divided between the <br /> two school systems after deducting for expenses, as provided in the North Carolina Statutes. <br /> RECOMMENDATION(B)r The Manager recommends that the Board: <br /> • Declare items surplus (including three vehicles for the Wheel for Work Program); and <br /> • Authorize the transfer of three vehicles to the Wheels for Work Program; and <br /> • Approve the continued reallocation of certain surplus personal computers to non-proft <br /> organizations meeting the criteria as set out in the abstract; and <br /> • Adopt the resolution authorizing the Director of Purchasing and Central Services to conduct <br /> an auction W dispose of the items on Saturday, July 13, 2002; and <br /> • Authorize the Director of Purchasing and Central Services to <br /> • Dispose of the'junk"electronic equipment through the Solid Waste Electronics <br /> Recycling Program; and <br /> • To explore alternative disposal methods as defined within the abstract and report results <br /> to the Board at a later date. <br />
