This successful
program has thus far reallocated 76 computers to the Literacy Council, Club Nova and to the
establishment of the computer lab at Northern Human Services Center for Durham Tech
classes. As the Board may recall,the broads for selecting recipient agencies include:
• Recipient agency recall funds from the County;
• Recipient agency must have 601C3 status;
• Recipient must state intended purpose of the computers)so that evaluators can
determine software compatibility with the units intended for transfer,and
• Equipment must be used already for programs of the recipient agency for no less than
one year following transfer.
There has bean some discussion regarding the possibility of offering surplus functioning
computers to low wealth counties. G.S. 1601 authorizes governmental units to provide for
the joint use of property,to sell or lease property to each other, or to exchange it with each
other on a negotiated basis. Should the Board! so direct, staff will prepare an amendment b me
aforementioned computer reallocation pmgrem b include distribution to counties with low
wealth. This matter could be considered by the Board at later date in tandem with other
disposal modifications outlined within this abstract.
The County will also continue m notify both School Districts regarding the availability of surplus
computers before they are made available for reallocation to non-profit agencies.
While the auction process has served Orange County In the past, staff desires to explore some
alternative means of surplus disposal in future years with goals to; -
• Minimize the amount of staff and storage resources required
•
Yield similar or better proceeds on the surplus items;
Promote a higher degree of environmental responsibility in the disposal of electronic
• equipment.
One such opportunity Iles in the recently lnilated of auction through the State. This service
has been extended for local government participation as well. Vehicles are without question the
primary revenue center for surplus. The service fee far conducting the onaine auction process
and storing the vehicles during the auction would be 6%of the vehlde's final sale price. From
all indications, the on-line auction process has been successful and would yield similar or
greater proceeds from the sale of surplus vehicles. The 2002 auction would be carried out as in
prei years. Staff would then compare the sale prices of the vehicles sold at the 2002
auction versus the same type of vehicles sold via the State's on-line auction in an effort to
assess the effectiveness of the on-line disposal method. Results of the analysis will be brought
back to the Board later in the year,with a staff recommendation regarding the most effective
disposal procase.
Staff is also pmposing a change in the disposal of electronic equipment Every year, a large
amount of'junr electronic equipment is sold at me auction. This equipment, Including
computer monitions, CPU's, few machines, phones and other miscellaneous items, is non-
