26 <br /> 1 Ryan Murray said most respondents are willing to pay a fee rather than taxes. He said this <br /> 2 is also asked in Parks and Recreation surveys. He said if you ask them about this and break it <br /> 3 down, it shows that if the respondent would use the service themselves, they say taxes but if they <br /> 4 will not use the service, they say fees. <br /> 5 Vice-Chair McKee asked if there is a city or county that relies more on fees. <br /> 6 Ryan Murray said it is usually fees for sports leagues. He said that social services and <br /> 7 arts, there are taxes used. <br /> 8 Vice-Chair McKee said they use fees, but it is a very small number of services. He said <br /> 9 he cannot imagine a community that provides most services with fees. <br /> 10 Ryan Murray said that fees will usually not support programs long-term.
