32 6 Minutes of the Hoard of County Commissioners October 7, 1963 The Orange County Board of Commissioners met in regular session on Monday, October 7, 1963s at 10:00 o'clock A. M. in the Commissioners Room at the courthouse in Hillsboro, N. C. Members present: Chairman Stanford, Commissioner" Henry S. Walker and Gordon Cleveland. Members absent: Commissioners Harvey Bennett and Carl M. Smith. The following road petition was submitted, and the Clerk was authorized to forward same to the State Highway Commission in Greensboro, N. C. Road-known as Oak Street, runs off _ of road #1316 at Cheeks Crossing Chairman Stanford read a letter from Mrs. John L. Simmons, said letter called the attention of the Board to the dangerous traffic situation existing on tTie Airport Road-from the Chapel Hill city limits to the Estes Hill School Road. The Clerk.was requested to forward this letter to the State Highway Commission. Chairman Stanford read a letter from Gordon Battle, President of the Orange County Bar Association. Said letter stated that a resolution favoring the improvement of the acoustics of the Courtroom by the installation of a microphone or microphones in the Courtroom, and such other means as may be advisable, was adopted by the Orange County Bar Association at its-meeting on Thursday, September 12, 1963. A discussion ensued concerning this request, but no action was taken. A letter from Ed Barnes, County Extension Chairman, was read by Chairman Stanford. Said letter requested that the Board approve the employment of a helper for the purpose of spot checking beef cattle in Orange County. The program is to be carried out by the Veterinary Division of the U. S. Department of Agriculture. It was estimated that from 30 to 60 work days, at the prevailing wage, would cover the project. The Board approved Mr. Barnes' request. A letter from the State Highway Commission concerning the problem'.of the,iwa7kway on the Merritt Mill Road at Lincoln High School, was read by Chairman Stanford. Discussion ensued concerning this matter. The Board asked Commissioner Cleveland to continue with his efforts to help solve this situation. The following Department Officials presented reports for the month of September, 19638 E. M. Lynch, Clerk Superior Court Jim Wight, Welfare Director Mr. Wight introduced Miss Margaret Johnsons Training Unit Supervisor, to the Board. Miss Johnson began her employment with the county as of October 1, 1963. Mr. Wight reported to the Board that at the last meeting of the local Welfare Board, upon learning that the State Welfare Board would not restore the per certage of state participation in the Administrative budget of the Welfare Department to its previous level of 12.50% of joint expense items, that the local Welfare Board had offered to the State a compromise settlement of 9% state par- ticipation. This would allow for some reduction in local funds, as well as reduction in state funds, due to increased federal participation. Mr. Wight reported that on this date information had been receivid from the State Welfare Board to the effect that they would accept this compromise. The Board of Commissioners then signed the Administrative Budget, and Mr. Wight stated that he would obtain the signatures of the Welfare Board members, thus completing the Administrative Budget for the fiscal year of 1963-1964. It was recommended by the Welfare Director that the county begin to distribute butter in its surplus food program. This would mean that adequate storage fadili.ties must be provided for this commodity. The County Administrator was requested to investigate the possibility of purchasing a used freezer, which would be placed in the Commodity Store for the purpose of storing butter. Mr. Lynch, Clerk of Court, stated that he felt that Lucius Cheshire, former Assistant Clerk of Court, would consider the position vacated by Neil Jones, if the county would agree to pay a salary of $25.00 per month in addition to the fees collected for services rendered. Mr. Lynch stated further that the responsibilities in this position were numerous and time consuming, and he felt that the additional salary of $25.00 was not unreasonable. The Clerk was requested to submit a report showing the amount of fees received previously by Neil Jones. The Board felt that this would give them a better understanding of the work involved in t31s position. Three jury lists were drawn; they are as follows. 59 names for the November 11, 1963, Civil Term 60 names for the November 18, 1963s Civil Term 74 names for the December 9, 1963, Criminal Term.
