Public Hearing on 2022 Consolidated Annual Performance Report (CAPER) for the <br /> HOME Investment Partnerships (HOME) Program <br /> The Board held a public hearing on the draft Consolidated Annual Performance Report (CAPER) <br /> for the HOME Investment Partnerships (HOME) Program. <br /> BACKGROUND: Each year, Orange County reports on activities undertaken with funds from the <br /> U.S. Department of Housing and Urban Development through the HOME Program. This annual <br /> report, called the Consolidated Annual Performance Report (CAPER), documents the progress <br /> towards implementing the priorities and activities identified in the Annual Action Plan. During the <br /> 2022 CAPER period (July 1, 2022 through June 30, 2023), the County disbursed approximately <br /> $477,083.59 in HOME funds and $159,027.86 in matching funds (contributed by the Towns of <br /> Chapel Hill, Carrboro, and Hillsborough, as well as the County) totaling 636,111.45 for eligible <br /> housing activities. These activities included the provision of down payment assistance for low- <br /> income homebuyers and provision of tenant-based rental assistance. <br /> Orange County must hold a public hearing to obtain residents' comments and feedback on the <br /> Consolidated Annual Performance Report (CAPER). Members of the public may also submit <br /> comments during the public comment period (August 22—September 6, 2023)to Erica Cormack, <br /> Community Development Manager, by email (ecormack(a)orangecountync.gov), by mail (PO Box <br /> 8181, Hillsborough, NC 27278) or by telephone (919-245-2491). <br /> Erica Cormack reviewed the background information for the item. <br /> A motion was made by Commissioner Greene, seconded by Commissioner Fowler, to <br /> open the public hearing. <br /> VOTE: UNANIMOUS <br /> There was no one signed up to speak. <br /> A motion was made by Commissioner Fowler, seconded by Commissioner Greene, to <br /> close the public hearing. <br /> VOTE: UNANIMOUS <br /> Commissioner Greene said she thinks it should be clear that the inclusionary housing <br /> policies are for ownership models only and cannot be done for rentals. <br /> Commissioner Hamilton said that she would like to discuss any of the changes publicly so <br /> that everyone understands them. <br /> Chair Bedford said that the changes will be brought back to the Board. <br /> Erica Cormack clarified that changes will not be brought back due to the timeline and that <br /> the report will be submitted on September 28, 2023. <br /> Commissioner Hamilton asked Chair Bedford to comment on the changes that she had <br /> requested via email. <br /> Chair Bedford said her question was about the chart on page 5 and noted that the admin <br /> expenses should not be $40,000 and the correct total number is shown once you remove those <br /> admin expenses. <br /> Commissioner Hamilton said she had a question on page 15, Table CR-20, and the total <br /> number of households in actual was forty-five but in the categories it would not equal forty-five if <br /> they were added together. <br />
