Basic Services <br /> <br />a. Basic Services. The Services to be rendered pursuant to this Agreement are as follows <br />(fully describe services to be provided): There are 4 services to be provided through this <br />agreement. The first service is a records review to obtain and review records of the <br />property to understand the history of prior use. Records to be reviewed by the firm <br />include, but are not limited to, the following: Sanborn Fire Insurance Maps, aerial <br />imagery, directory reviews, Division of the North Carolina Department of Environment <br />Quality (NCDEQ) records, and other federal, state, county, and local government files. <br />The second service is a site inspection which requires conducting an inspection of the <br />site to identify potential areas of concern, with a focus on potentially hazardous <br />substances, areas where hazardous materials may be or may have been used, stored, or <br />disposed, underground storage tanks (USTs), asbestos-containing materials, and <br />polychlorinated biphenyls (PCB)-containing equipment. The firm will perform a walk- <br />through inspection of the building; contact persons familiar with the current condition as <br />well as history of the site; take photographs; and review available reports. The third <br />service will be an asbestos and lead-based paint survey. The fourth service to be <br />provided is a report of findings. The firm will prepare a Phase I Environmental Site <br />Assessment report, documenting findings of the records review, asbestos survey and site <br />inspection. The report will include description of the subject property (current site <br />characteristics and physical setting); historical site use; site regulatory information; <br />interviews and public records review; discussion of identified areas of concern; <br />conclusions; and recommendations. A one-page ESA will be supplied to the County both <br />digitally and by delivering one hard copy. The final report must also include clear <br />recommendations and a conclusion. <br /> <br />4. Duration of Services <br /> <br />a. Term. The term of this Agreement shall be from September 12, 2023 to October 31, <br />2023. <br /> <br />b. Scheduling of Services. <br />i) The Provider shall schedule and perform its activities in a timely manner. <br /> <br />ii) Should the County determine that the Provider is behind schedule, it may require <br />the Provider to expedite and accelerate its efforts, including providing additional <br />resources and working overtime, as necessary, to perform its services in <br />accordance with the approved project schedule at no additional cost to the <br />County. <br /> <br />iii) The Commencement Date for the Provider's Basic Services shall be September <br />12, 2023. <br /> <br />5.
