5. Discussed dangerous dog appeal process. There are 8 empty spots on the Hearing Panel <br /> currently and each panel needs to be chaired by a member of ASAB. Presented the <br /> procedures for the legally sufficient conduct of quasi-judicial hearings —the purpose of <br /> the panel is to make sure that the case meets the definition of a dangerous dog. Director <br /> Strong presents the Animal Control position about that dog, the victim is able to present <br /> their evidence and the panel decides if the animal meets the definition of a dangerous <br /> dog. Owner has the option to appeal to Orange County Superior Court. Dangerous dog <br /> designation can be appealed after 18 months with evaluation by a qualified trainer. <br /> Information Items: Discussed community options for Canine Good Citizen or other types of <br /> training and whether OCAS would be able to partner for this, possibly through the Animal <br /> Behavior College <br /> Informal Discussion: Last year's efforts to hold ASAB meetings at county community centers <br /> did not lead to any public engagement. We are open to suggestions for how to engage the <br /> community more effectively for ASAB.
