2 <br /> 1 Chair Bedford said she will be present for the event on October 19tH <br /> 2 Amy Bason, NCACC Deputy Director presented John Roberts, Orange County Attorney, <br /> 3 with a plaque in recognition of being named Outstanding County Attorney of the Year at the most <br /> 4 recent conference of County Attorneys. She said that John has served in leadership positions <br /> 5 within NCACC as well as the Association of County Commissioners, and most notably worked on <br /> 6 an internship program to increase diversity amongst his peers in local government attorneys. <br /> 7 <br /> 8 <br /> 9 1. Additions or Changes to the Agenda <br /> 10 <br /> 11 Chair Bedford dispensed with reading the public charge. <br /> 12 <br /> 13 <br /> 14 2. Public Comments (Limited to One Hour) <br /> 15 a. Matters not on the Printed Agenda <br /> 16 Susan Walser spoke on the proposed Orange Grove Rd. Solid Waste Convenience <br /> 17 Center. She said she has lived in Bingham Township for 30 years. She said no Bingham resident <br /> 18 is interested in having the convenience center in this location. She said she is concerned about <br /> 19 the transparency of the decision to place the center at this location. She said the county wanted <br /> 20 a site, OWASA gave it to the county, and suddenly it is happening, but it does not seem there <br /> 21 was further consideration. She said she used to go to Solid Waste Advisory Group (SWAG) <br /> 22 meetings. She said the county wants to put expensive equipment at this site, but residents are <br /> 23 happy with basic equipment at the existing sites. She said residents would like to meet with <br /> 24 commissioners to discuss this further. <br /> 25 Marilee McTigue said she is also a resident of Bingham Township. She said Chair Bedford <br /> 26 was at the second community meeting, and there was only one person who spoke in support of <br /> 27 the project. She said smaller solutions and changes can be made at the existing sites that does <br /> 28 not cost $2 million. She said Bingham residents are upset about this and feel it is an internally <br /> 29 driven project without community input or support. <br /> 30 Darion Rapoza said he is a Durham County resident, but he said he is planning to build <br /> 31 his retirement home on a lot he recently bought in Efland. He said he expected internet service to <br /> 32 come there through the county's efforts to expand broadband, but his house was not included on <br /> 33 the map to be serviced by Lumos. He said he has been in communication with Travis Myren and <br /> 34 understands that the Board will make the final decision on whether to allocate funds to extend <br /> 35 service to his street. He asked them to support that effort. <br /> 36 Genevive Harris said she will be speaking about affordable housing, tenant rights, and <br /> 37 Section 8. She said she feels like she is a target at the Landings at Winmore and she and her son <br /> 38 feel unsafe. She said has reported issues at the Landings at Winmore to many different entities, <br /> 39 but no one has responded to her. She asked who could help her with the safety concerns she <br /> 40 has. <br /> 41 Chair Bedford said staff would follow up with her. <br /> 42 <br /> 43 Chair Bedford stated that Vice-Chair McKee is out of town this evening and Commissioner <br /> 44 Richards is ill. <br /> 45 <br /> 46 b.
