INFORMATION CONTACT: <br /> Tara L. piked,ext 2490 <br /> Annual PHA Plan (under separate cover) <br /> Certifications of ComplianceiGnard TELEPHONE NUMBERS: <br /> Resolution Hillsborough 732.8181 <br /> Chapel HIII 9684501 <br /> Durham 688-7331 <br /> Mebane 338-2274H)31 <br /> PURPOSE: To conduct a public hearing and approve submission of the Annual Pudic Housing <br /> Agency Plan for the Orange County Housing Authority. <br /> BACKGROUND: The U.S. Department of Housing and Urban Development Department(HUD) <br /> requires all agencies operating the Section 8 Existing Housing Assistance Program to prepare a <br /> Five(5)Year Public Housing Agency (PHA) Plan and an Annual Plan. The County's <br /> Department of Housing and Community Development administers the Section 8 Program that <br /> provides rent subsidies to low Income families in the County. <br /> The PHA Plan is a Syear plan that describes the mission of the Agency and the Agency's long- <br /> range goals and objectives for achieving its mission over the next five (5)years. The Board of <br /> Commissioners approved this plan on January 18, 2001. Each year,this plan must be updated <br /> via an Annual Plan that provides cattle about the Agency's immediate operations, program <br /> participants, and programs and services and the Agency's strategy far addressing the needs of <br /> Me community In the upcoming fiscal year. <br /> Currently,the Section 8 Housing Program serves approximately 623 families throughout the <br /> County including the towns of Carroll Chapel Hill and Hillsborough. <br /> HUD provided a template for the plan and the County's Annual Plan is Provided under separate <br /> cover. The plan was made available for public comment for the period May 1, 2002 to June 21, <br /> 2002 as advertised In the Chapel Hill Herold Additionally, the Section 8 Resident Advisory <br /> Council has reviewed the Plan. There are no substantive changes proposed in the Annual <br /> Plan; however, the agency does plan to include provisions for the establishment of a project <br /> based assistance program in the future. A project based Section 8 Program allows pudic <br /> housing authorities to "assign" Section 8 vouchers W specific units such as a particular <br /> apartment complex housing elderly or disabled persons. This capability could augment efforts <br /> to develop affordable rental housing projects in the County in the future. <br />
