<br />officers with prior service who would not normally be involved in any future war <br />to agree to assume responsibility for the Cadre which would be formed in each <br />county. These officers would be responsible for the armory and the State property <br />located therein and, in addition, be immediately available for local missions. <br />They would in general be responsible for each county organization which would be <br />in turn a part of a State Defense Militia Cadre. All of the authority for such <br />action comes under HB 924 which was ratified on June 19, 1963. <br />The Board made a list of men who could serve with the State Defense Militia <br />Cadre. Chairman Stanford was authorized to act in behalf of the Board with the <br />others members of the committee which were to be appointed. <br />Chairman Stanford read a letter from T. A. Burton, Division Engineer of the <br />State Highway Commission. Said letter stated that the State Highway Commission <br />had been unable to secure the right of way on the Blythe Wilson Road, known as <br />Secondary Road #1944. Mr. Burton further stated that unless the right of way <br />was available by October 1, 1963, the project would be deleted from the program <br />and the funds used elsewhere. <br />A discussion arose concerning the problem of walkway on shoulders of the <br />Merritt Mill Road. Upon motion of Commissioner Bennett, seconded by Commissioner <br />Cleveland, and unanimously adopted, the Clerk was requested to write the State <br />Highway Commission asking them to again investigate this problem and to send a <br />copy of their findings to this Board. <br />Upon motion of Commissioner Sennett, seconded by Commissioner Smith, and <br />unanimously adopted, Harold Ray was appointed to the Carrboro Planning Board to <br />fill the unexpired term of Don Lowe. <br />The request made by Mr. Lynch concerning a monthly salary for Neil Jones <br />was again discussed. It was agreed that before any action would be taken the <br />Board would discuss the matter with Mr. Jones. The Clerk of Court was to have <br />Mr. Jones -appear at the next Board meeting. <br />A letter addressed to L. J. Phipps from Cecil C. Lloyd, Captain, AUS (Ret), <br />was read by Chairman Stanford. Mr. Lloyd stated his interest and qualification <br />in Civil Defense, He expressed his desire to be named Assistant Civil.Defense <br />Director for Orange County, if such a position exist. No action was taken on <br />this request. <br />The Board drew 58 jurors for the September 23, 1963 term of Civil Court and 59 jurors <br />for the September 30, 1963, term of Civil Court. <br />There being no further business to come before this meeting, same was adjoiuned. <br />Donald Stanford <br />Chairman <br />Betty June Hayes, Clerk <br />and <br />S.
