Miscellaneous (Technical Amendment) <br />2. A technical amendment is needed to correctly budget two entries in their appropriate <br />functions. At the time of establishing the Changes to the Manager's Recommended Budget <br />for Board of Commissioner approval, the decrease of $10,000 in the transfer to Affordable <br />Housing Trust Fund should have been reduced from the Transfers function instead of from <br />the Human Services function, and the increase of $4,000 to the Burwell School should have <br />been added to the Cultural and Recreation Non-Departmental function instead of the Human <br />Services Non-Departmental function. This technical amendment provides for the <br />appropriate budgeting in these functions for FY 2005-06. (See Attachment 1, column #2) <br />Department on Aging <br />3. The Department on Aging has received notification from the N. C. Department of Insurance <br />of receipt of $1,000 to be used to promote/expand the Senior Health Insurance Information <br />Program (SHIIP) within the eldercare division. This budget amendment provides for the <br />receipt of these funds for the above purpose. (See Attachment 1, column #3) <br />4. The Department on Aging has also received funds totaling $1,093 from the Triangle J <br />Council of Government for Orange County's share of the Duke Energy program to purchase <br />fans for low-income elderly Orange County residents. Duke Energy donates funds annually <br />to this program.. This budget amendment provides for the receipt of these funds. (See <br />Attachment 1, column #4) <br />Health Department <br />5. At its August 16, 2005 meeting, the Board of County Commissioners approved the transfer <br />of $21,500 from the Social Safety Net/Critical Needs Reserve to the Health Department's <br />Environmental Health division to address water sampling costs of an estimated 100 <br />households in the Mill Creek Road Area located in the Cedar Grove Township. This budget <br />amendment provides for the transfer of these funds to the Environment Health division of <br />the Health Department for this purpose. With this appropriation of $21,500, $418,500 <br />remains budgeted in the Social Safety Net/Critical Needs Reserve for FY 2005-06. (See <br />Attachment 1, column #5) <br />Human Services Non-Departmental <br />6. As part of the Adopted FY 2005-06 Budget, the Board of County Commissioners approved <br />an appropriation of $18,000 for Orange County's contribution to the Partnership to End <br />Homelessness Initiative. Membership in the Initiative includes Orange County, the Towns of <br />Chapel Hill, Carrboro, and Hillsborough, the Triangle United Way, Orange Congregations in <br />Mission, the Inter-Faith Council, OPC Area Program, the Hillsborough Chamber of <br />Commerce, and UNC. These funds will be used to provide administrative support services <br />to the Partnership to End Homelessness in order to create a written 10 Year Plan to End <br />Homelessness in Orange County. <br />Budget requests were made to the county and municipalities according to the existing <br />HOME Program funding formula. The total funding received equals $50,000 with committed <br />monetary contributions from the Town of Chapel Hill ($18,450), Town of Carrboro ($6,300),
