ORANGE COUNW
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: June 4, 2002
Action Agen a
tom No.
SUBJECT: Resolution Regarding Scrap Tire Disposal Program
DEPARTMENT: Solid Waste Management PUBLIC HEARING: (V/N) No
ATTACHMENT(S): INFORMATION CONTACT:
Proposed Resolution Gayle Wilson, Solid Waste Management
1012100 Staff Letter on Scrap Tire Program Director, 968-2885
TELEPHONE NUMBERS:
Hillsborough 733.8161
Chapel Hill 9684501
Durham 688-7331
Mebane 336-227-2031
PURPOSE: To consider a resolution urging the Orange County legislative delegation to
support making permanent the existing 2% advance disposal tax for scrap tires.
BACKGROUND: During the Board's work session on solid waste matters on May 23, 2002,
Commissioners indicated the desire to review and adapt a resolution that would support
elimination of the planned sunsetting of state law that provides for a 2% advance disposal tax
on the sale of tires in North Carolina. The proceeds of that tax are distributed to North Camlina
counties to provide funding for scrap tire management activities. Staff have prepared the
accompanying resolution for the Boards consideration.
FINANCIAL IMPACT: There is no direct financial impact associated with this resolution.
However, continuation of the advance disposal tax would ensure that Orange County has a
reliable, dedicated source of funding for its successful scrap fire management program.
RECOMMENDATION(S): The Manager recommends that the Boom adopt the proposed
resolution.
