He said that most county property is owned by the taxpayers so it can't be given away. <br /> He said that a nonprofit could be an exception because they would be carrying out the work of <br /> the government on that land. He said that this would be a sale and how it is structured could be <br /> for nothing or have other requirements attached to it. <br /> Chair Bedford asked how this will work. <br /> Bonnie Hammersley said staff will put out an RFP and a non-profit may come in with a <br /> proposal to build a duplex. She said they would identify a property and then request funding from <br />
