She considered the seventh guiding principle, "Promotion of <br /> Economic Prosperity and Diversity," and read the definition: <br /> "Development of a diversity of new businesses and expansion of existing <br /> businesses should occur in Orange County." <br /> She said there is no proposed economic development plan for this parcel and the potential owners <br /> would be non-profits and not contribute to the tax base. She considered the eighth guiding <br /> principle, "Preservation of Community Character," and read the definition: <br /> "Future growth and development should occur in a manner that preserves and <br /> enhances the existing character of the county, its townships, and rural crossroads <br /> communities." <br /> She said that the proposed uses are not consistent with the character of the community. She <br /> said private recreation facilities do little to promote public health, safety, and general welfare. She <br /> said the proposal doesn't fit in with the surrounding area. She said they cannot consider that <br /> HYAA would be the specific owner. She said the request is not a walkable small mixed residential <br /> proposal. She said that the proposed rezoning is inconsistent, not reasonable, and not in the <br /> public interest and that the current zoning is appropriate. <br /> A motion was made by Commissioner Richards and seconded by Commissioner Hamilton <br /> to excuse Vice-Chair McKee from voting on the request. <br /> VOTE: UNANIMOUS <br /> A motion was made by Commissioner Greene to approve the Statement Of Inconsistency <br /> of a Proposed Zoning Atlas Map Amendment with the Adopted Orange County 2030 <br /> Comprehensive Plan and Other Applicable Adopted Plans in the agenda packet as attachment 8, <br /> as stated in subsection c that is not reasonable with the comprehensive plan Commissioner <br /> Fowler seconded and clarified moving entire attachment 8 in the agenda packet. <br /> Chair Bedford read the Statement of Inconsistency, attachment 8, from the agenda packet: <br /> "The Board of County Commissioners hereby finds: <br /> a. The requirements of Section 2.8 Zoning Atlas and Unified Development <br /> Ordinance Amendments of the UDO have been deemed complete; and, <br /> b. Pursuant to Sections 1.1.5 Statement of Intent - Amendments, and 1.1.7 <br /> Conformance with Adopted Plans of the UDO and to Section 160D-604(d) <br /> Planning Board review and comment — Plan Consistency and 160D-605(a) <br /> Governing Board Statement — Plan Consistency of the North Carolina General <br /> Statutes, the Board finds that the amendment is inconsistent with the following <br /> Land Use Objectives of the adopted 2030 Comprehensive Plan: <br /> 1) 3.1: Discourage urban sprawl, encourage a separation of urban and rural land <br /> uses, and direct new development into areas where necessary community <br /> facilities and services exist through periodic updates to the Land Use Plan. <br /> The property is zoned Rural Residential and upzoning would introduce an <br /> intensive non-residential use to a residential area that does not have <br /> supporting public infrastructure. <br /> 2) 3.2: Coordinate land use patterns to facilitate the expanded use of nonauto <br /> modes of travel, the increased occupancy of automobiles, and the <br /> development and use of an energy-efficient transportation system. <br />
