60 <br /> CONTINUED BUSINESS MEETING <br /> June 12, 2023 <br /> 7:00 p.m. <br /> The Orange County Board of Commissioners met for a continued Business Meeting on <br /> Monday, June 12, 2023 at 7:00 p.m. at the Whitted Human Services Center in Hillsborough, <br /> NC. <br /> COUNTY COMMISSIONERS PRESENT: Chair Jamezetta Bedford, Vice-Chair Earl McKee, <br /> and Commissioners Amy Fowler, Sally Greene, Jean Hamilton, Phyllis Portie-Ascott, and Anna <br /> Richards <br /> COUNTY COMMISSIONERS ABSENT: None. <br /> COUNTY ATTORNEYS PRESENT: John Roberts <br /> COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> Travis Myren, and Clerk to the Board Laura Jensen. (All other staff members will be identified <br /> appropriately below) <br /> Chair Bedford called the meeting to order at 7:00 p.m. All commissioners were present. <br /> A motion was made by Commissioner Hamilton and seconded by Commissioner Greene <br /> to reconvene the June 6, 2023 business meeting. <br /> VOTE: UNANIMOUS <br /> Vice-Chair McKee asked Cy Stober, Planning Director, asked if the project was consistent <br /> with the 2030 Comprehensive Plan. <br /> Cy Stober said yes. <br /> Vice-Chair McKee asked if Cy Stober and his staff had the training, certifications, and <br /> education to analyze Orange County regulations and make a determination as to whether the <br /> project is consistent. <br /> Cy Stober said yes, including himself they have four AICP certified planners, numerous <br /> employees who are graduates of UNC's school of urban and regional planning, and several <br /> certified zoning officers by the State of North Carolina. <br /> Vice-Chair McKee asked how many years of experience staff has. <br /> Cy Stober said senior staff have about 70 years of experience. <br /> Commissioner Portie-Ascott asked if questions about the administrative practices of the <br /> proposed school are allowed. <br /> John Roberts said this item is only about the use of the property. He said those questions <br /> would not be appropriate for the Board's consideration at this point in the meeting. <br /> Vice-Chair McKee asked the leader of the HYAA, Patrick Cummings, if it is correct that <br /> HYAA served 950-100 children. <br /> Patrick Cummings said that is correct. <br /> Vice-Chair McKee asked if they are currently renting fields from Orange County. <br /> Patrick Cummings said that was correct, and that they currently spend $10,000 a year on <br /> rental fees. <br /> Vice-Chair McKee asked if their intent is to purchase the property from the landowner if <br /> the project is approved. <br /> Patrick Cummings said that is the HYAA board's intention to purchase the property if the <br /> project is approved. <br /> Vice-Chair McKee asked if they have been in contact with financial institutions about their <br /> plans to purchase. <br />
