49 <br /> Commissioner Richards asked if the conversations have happened or if they have not <br /> been approved. <br /> Cy Stober said they have not yet been approved yet. <br /> Commissioner Richards clarified that the school is requesting the utilities and the fields <br /> will use septic. She asked why the schools will not have a cafeteria. <br /> Cy Stober said it would be if the school is on septic, it would be fats, oils, and greases and <br /> that makes the septic harder to maintain. <br /> Commissioner Richards said that seems like a big deal that it is unknown if the schools <br /> would have water and sewer extended. She asked if they approve the proposal and then they do <br /> not receive the extension. <br /> Cy Stober said he would defer to the applicant because they had a lunch or meal strategy. <br /> Commissioner Richards asked if this issue should be considered in their decision. <br /> Cy Stober said he thinks it is a matter to consider. <br /> Commissioner Richards said that in the 20-year transition area it is an area changing from <br /> rural to urban, it is suitable for urban type densities and should be provided with public utility <br /> services. She asked if there is an agreement with the Town of Hillsborough to provide those <br /> services. <br /> Jim Parker said the Town has reserved capacity for the 9-12 school. He said that is 6,000 <br /> gallons per day and they have a letter for that. He said the extension of the lines would be charged <br /> to the school. He said that the site is served by water all around the property, but sewer is the <br /> only utility not at the property. <br /> Commissioner Richards said that the plan also calls for a K-8 school and asked if capacity <br /> has not yet been reserved. <br /> Jim Parker said that has not been reserved at this time because there is not a user for that <br /> parcel. He said the K-8 parcel is available but no user has been identified. He said once they have <br /> a user, they would request the capacity from the Town of Hillsborough. <br /> Commissioner Richards asked what the commitments are for the project. <br /> Chair Bedford asked if they were allowed to consider the commitments for the project. <br /> John Roberts said they can certainly ask it. <br /> Jim Parker said HYAA is using the fields and the tennis club is the other parcel. He said <br /> those would be well and septic. He said the school use would be public water and sewer and the <br /> current user identified for the 9-12 school would not have a cafeteria or showers. He said that is <br /> the way their model works. <br /> Commissioner Hamilton said it seems incomplete because it talks about how municipal <br /> water and sewer are for the school buildings, but there is nothing that discusses the impact on <br /> the septic system. She said an understanding of the impact to the neighbors who are on wells <br /> and septic systems is also incomplete. She said it would be helpful for her to understand if there <br /> is more information available and to understand the impact on the community. <br /> Cy Stober asked for clarification. He asked if the concern is the potential adverse impact <br /> of a septic system and a well. He said the Department of Health subject matter experts are in <br /> attendance. He said the technical evaluation and the septic related permits have not been <br /> provided to staff. He said the operations of those have to conform with state laws. He said that a <br /> failure would be messy in regard to jurisdiction. He said the expectation is the system will perform. <br /> He said the groundwater analysis was done but he cannot speak to how that might impact the <br /> neighbors. <br /> Vice-Chair McKee asked if there are strict state and county guidelines for wells and septic <br /> systems. <br /> Victoria Hudson, Environmental Health Inspector, said Orange County's setback rules are <br /> stricter than the state's. She said that depending on what the development tends to be with the <br /> athletic fields, they will not know until they receive an application, so they cannot speak definitively <br /> about what is needed at this time. She said that at the time of application, they will evaluate the <br />
