She said <br /> her experience as an electrical engineer would add value to the board. <br /> Commissioner Fowler and Vice-Chair McKee also supported Marilyn Carter. <br /> The Board agreed by consensus to appoint Marilyn Carter to the Planning Board. <br /> 20. Orange Water and Sewer Authority Board of Directors —Appointment Discussion <br /> The Board considered an appointment to the Orange Water and Sewer Authority(OWASA) Board <br /> of Directors. <br /> BACKGROUND: The OWASA Board of Directors adopts OWASA's annual budget, approves <br /> bond issues to fund capital projects, makes policy decisions, and sets rates, fees, and charges <br /> based on cost-of-service principles. Closed Session <br /> A motion was made by Commissioner Portie-Ascott, seconded by Commissioner Fowler, to <br /> enter in to closed session pursuant to North Carolina General Statute § 143-318.11(a)(5) "to <br /> discuss the County's position and to instruct the County Manager and County Attorney on the <br /> negotiating position regarding the terms of a contract to purchase real property," North Carolina <br /> General Statute§ 143-318.11(a)(3)"to consult with an attorney employed or retained by the public <br /> body in order to preserve the attorney-client privilege between the attorney and the public body," <br /> and for the approval of closed session minutes. <br /> VOTE: UNANIMOUS <br /> RECONVENE INTO REGULAR SESSION <br /> A motion was made by Vice-Chair McKee, seconded by Commissioner Hamilton, to <br /> reconvene into regular session at 10:12 p.m. <br /> VOTE: UNANIMOUS <br />
