11 <br /> Rachel Raper said the absentee ballot is expected to increase due to awareness. She <br /> said that the reversal of the ID law will impact the department because the department will have <br /> options available to those without an ID on site. She said they will issue free photo IDs through <br /> early voting, but they cannot produce IDs after the end of early voting through election day. <br /> Commissioner Fowler asked how voting by mail will work. <br /> Rachel Raper said there will be an ID requirement when they return the ballot.
