49 <br /> Commissioner Richards asked about the number of participants. <br /> Nancy Colston said she does not have the exact number, but it is lower than it has been <br /> in years. <br /> Commissioner Richards asked if there is a program for kids aging out of foster care. <br /> Nancy Colston said youth that are 18-21 can stay with a foster parent or they could receive <br /> funds for a rental. She said that there are usually 7-8 at a time and others that have stopped <br /> receiving payments but have kept in touch with a social worker. She said that up until age 21 they <br /> can stay in touch, and up until 25, they can stay on Medicaid. She said there are also college <br /> tuition benefits beginning at age 18. She said it is based on the child's interest. <br /> Commissioner Hamilton asked what is driving increase in Medicaid. <br /> Nancy Colston said it was the way North Carolina handled Medicaid, but the real increases <br /> were children living up to 200% in poverty until age 18. She said with the public health emergency, <br /> they have not been terminating people from benefits. She said it meant if a parent's income <br /> increased, the child could still remain on Medicaid. She said they are now losing some because <br /> parents' incomes have increased. <br /> Commissioner Hamilton said she hears a lot of uncertainty. She is left wondering about <br /> the mix of recipients. <br /> Nancy Colston said it will be a lot of working parents, others from 18-64 who have come <br /> to them with medical situations and unable to get insurance. She said that many put off medical <br /> care until 65 but they already had serious chronic conditions that they had not received services <br /> for. She said there will be a lot of activity in the first few years. She said there will also be parents <br /> that are signing up quickly.
