She said that the <br /> purpose was to look at the 9.7% increase, and that the proposed budget has an increase of <br /> 6.33%. She said that the formula ties Orange County's hands too much. She said there are higher <br /> priorities, like EMS, homelessness, feeding people, but she thinks it is important to keep up with <br /> inflation for the library. She said that it cannot be done by square footage. She said that library <br /> services are not mandated by counties, whatsoever. She said that permanent supportive housing <br /> is more important than this, but yet she thinks the Chapel Hill library should be supported more. <br /> Commissioner Greene said she thinks these are reasonable proposals. She said she <br /> could support the bottom option with 3%. <br /> Chair Bedford said there is no MOU this year because it has been so dramatically different <br /> the last five years and they need discretion. She said that she does not support an MOU in the <br /> future either. <br /> Commissioner Richards said the con is from a planning standpoint it is nice to know but <br /> we do not need to be locked in. <br /> Commissioner Greene said there are so many variables. <br /> Commissioner Richards said she understands why they want an MOU, but things change <br /> so much from year to year, and they need the ability to move funds as needed. <br /> Commissioner Fowler said she agrees with not locking it in but, in thinking of it for the <br /> county's own planning, there might be a way to work it in. <br /> Commissioner Greene said it is a good faith expectation. <br /> Commissioner Portie-Ascott said she agrees. <br /> Commissioner Hamilton said she does not think the Board should be locked in either. She <br /> said there are lots of needs and a need to balance them. She said if they charge $65 to <br /> cardholders, maybe that could be implemented. <br /> Commissioner Greene said she has been reviewing the minutes from the Chapel Hill Town <br /> Council meetings and she was on that board previously. She said that she had forgotten how <br /> close the Town Council was to charging for the cards. She said that there is a state law that says <br /> you cannot charge a partial fee so it would be all or nothing. She said that the fee should really <br /> be around $100, but no one would want to pay that. <br />
