28 <br /> • Protection of significant architectural, scenic, cultural, historical, or archaeological <br /> resources; <br /> • Recommendations that set a path for future County planning and identification of areas <br /> where municipal coordination and partnerships are needed for implementation; <br /> • Comprehensive land use goals and objectives that are concise and practicable; and <br /> • A Land Use Plan and Future Land Use Map that identify and express the pattern of desired <br /> growth and development, including the location, distribution, and characteristics of future <br /> land uses. <br /> Request For Proposals (RFP) Process of Evaluation <br /> In February 2023, Orange County issued a Request for Proposals (RFP) to identify a qualified <br /> consultant to develop a new CLUP for Orange County. <br /> Two qualified proposals were received and evaluated by a review committee consisting of the <br /> County's Chief Equity and Human Rights Officer; Planning Director; Deputy Planning Director, <br /> Long-Range Planning & Administration; and Senior Planner. The committee evaluation was <br /> based on the following criteria: <br /> Maximum <br /> Criteria Point <br /> Value <br /> 1. Consultant experience as it relates to the scope of services of 15 <br /> the RFP and project deliverables <br /> 2. Total cost of proposed services 15 <br /> Total 100 <br /> Through the proposal evaluation process, the review committee has unanimously recommended <br /> Clarion Associates for contract award. Clarion is a nationally recognized land planning and zoning <br /> consulting firm with offices in Chapel Hill and Denver. The Clarion team is also joined by Equinox <br /> and Tate Consulting. Equinox brings additional tools and expertise in the areas of land and water <br /> resources protection, implementation of sustainable strategies, creation of healthy living <br /> opportunities, and development of land in an environmentally responsible way. Tate Consulting <br /> will provide additional facilitation expertise to the team and has led successful community <br /> engagement efforts that address diversity, equity and inclusion, as well as environmental justice <br /> issues. <br /> Key Principles and Components of the CLUP Project <br /> The Plan will be grounded in the principles of social equity, and synthesize and build upon <br /> previous outreach efforts and relevant aspects of recent County initiatives in the areas of transit, <br />
