1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: September 5, 2023 <br /> Action Agenda <br /> Item No. 8-r <br /> SUBJECT: Approval of the Essential Single-Family Rehab 2023 (ESFR23) Assistance <br /> Policy and the Procurement and Disbursement Policy for the North Carolina <br /> Housing Finance Agency (NCHFA) <br /> DEPARTMENT: Housing <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Attachment 1: ESFR23 Assistance Policy Erica Cormack, Community Development <br /> Attachment 2: Procurement and Manager, (919) 245-2491 <br /> Disbursement Policy <br /> PURPOSE: To approve and authorize the County Manager to sign the ESFR23 Assistance Policy <br /> and the Procurement and Disbursement Policy. <br /> BACKGROUND: The North Carolina Housing Finance Agency (NCHFA) requires recipients of <br /> Essential Single-Family Rehab support to adopt an Assistance Policy and a Procurement and <br /> Disbursement Policy that describes how eligible applicants are selected for the program, and how <br /> the bid solicitation and payment processes for the rehabilitation work are conducted. <br /> The Housing Department proposes the attached ESFR23 Assistance Policy in alignment with the <br /> Procurement and Disbursement Policy for rehabilitation and repair programs. Both policies are <br /> attached. <br /> FINANCIAL IMPACT: There is no financial impact associated with this item. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable to <br /> this item: <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or color; <br /> religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic <br /> background; age; military service; disability; and familial, residential or economic status. <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary <br /> for residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br /> The creation and preservation of affordable housing options helps to meet a basic need and <br /> advances economic self-sufficiency. <br />
