3'021 Minutes of the Board of County Commissioners August 5, 1963 The Orange County Board of Commissioners met in regular session on Monday, August 5, 1963, at 10 o'clock a.m. in the Commissioners Room at the courthouse in Hillsboro, N. C. Members present: Chairman Donald Stanford, Commissioners Harvey Bennett, Gordon Cleveland, Carl M. Smith and Henry S. Welker. Members absent: None The minutes of the July meetings were read by the Clerk and approved by the Board. Fred Claytor, Mayor of the Town of Hillsboro, and George Gilmore, Chief of the Hillsboro Fire Department, discussed with the Board the possability of securing an annual appropriation of $1000.00 for the benefit of the Hillsboro Volunteer Fire Department. The Board advised Mayor Claytor and Fire Chief Gilmore that the establishment of a fire protection district was a more postive manner in which to raise the funds needed to improve the present equipment and facilities of the Hillsboro area. It was also suggested to these representatives that they seek the advise bf the City Attorney as to the legal steps necessary for the establish- ment of a fire protection district. The following department officials presented reports.for the month of July, 1963: Casbe Boggs, County Dog Warden Jim Wight, Welfare Director The following road petitions were submitted and the Clerk was requested to mail same to the State Highway Commission. 1. Road ##1702 2. Road in Eno Twp. joining A.B.C. Store, General Sherman Restaurant & property of Bald-Mart, Inc. Chairman Stanford reported that he had received a letter from Mr. James Lalanne which contained his resignation from the Chapel Hill Planning Board. Upon motion of Commissioner Bennett, seconded by Commissioner Smith, and unanimously adopted, R. B. Fitch, Jr. was appointed to replace James Lalanne on the Chapel Hill Planning Board. This appointment becomasimmediately effective and said term of office will expire in June of 1968. Upon motion of Commissioner Bennett, seconded by Commissioner Smith, and unanimously adopted, Julian Caston was appointed to the Chapel Hill Planning Board. This appointment becomes immediately effective and said term of office will expires in June of 1966. Upon motion of Commissioner Bennett, seconded by Commissioner Smith, and unanimously adopted, Wallace Williams was appointed to the Chapel Hill' Board of Adjustments. Upon motion of Commissioner Smith, seconded by Commissioner Bennett, and unanimously adopted, George Spranzy, was appointed to the Chapel Hill Board of Adjustments. Mr. Rose & Mr. Smith, representatives of the Southern Railroad Company, appeared before the Board to request that Orange County become a party to a proceeding in the Federal Court prohibiting the I.C.C. from placing into effect a 16,% increase in freight rates on grain hauled into thiserea by the Southern Railway Company. A discussion ensued concerning this'request. The County Attorney was present and his opinion was ask concerning this request. Upon motion of Commissioner Smith, seconded by Commissioner Walker, it was moved that the County join with the Southern Railway Company in their proceeding to prohibit the I.C.C. from placing the 16% increase on freight rates on grain hauled in this area. Upon motion of Commissioner Cleveland, seconded by Commissioner Bennett, and unanimously adopted, the matter of the freight rate increase was tabled. Upon motion of Commissioner Bennett, seconded by Commissioner Cleveland, and unanimously adopted the County Administrator was authorized to offer Charles M. Walker, Jr. $25,000.00 for his mill property which is located between the County Jail and the County Agriculture Building. The County Attorney was instructed to work with the County Administrator and Mr. Walker in making the necessary arrangements for the purchase of said property. The County Attorney reported that the Mamie Latta property immediately south of the courthouse was now available for purchase. The owners of this property were asking $3000.00 for the house and lot.
