28 <br /> 1 • Protection of significant architectural, scenic, cultural, historical, or archaeological <br /> 2 resources; <br /> 3 • Recommendations that set a path for future County planning and identification of areas <br /> 4 where municipal coordination and partnerships are needed for implementation; <br /> 5 • Comprehensive land use goals and objectives that are concise and practicable; and <br /> 6 • A Land Use Plan and Future Land Use Map that identify and express the pattern of <br /> 7 desired growth and development, including the location, distribution, and characteristics <br /> 8 of future land uses. <br /> 9 <br /> 10 Request For Proposals (RFP) Process of Evaluation <br /> 11 In February 2023, Orange County issued a Request for Proposals (RFP) to identify a qualified <br /> 12 consultant to develop a new CLUP for Orange County. <br /> 13 <br /> 14 Two qualified proposals were received and evaluated by a review committee consisting of the <br /> 15 County's Chief Equity and Human Rights Officer; Planning Director; Deputy Planning Director, <br /> 16 Long-Range Planning & Administration; and Senior Planner. The committee evaluation was <br /> 17 based on the following criteria: <br /> 18 <br /> Maximum <br /> Criteria Point <br /> Value <br /> 1. Consultant experience as it relates to the scope of services of the 15 <br /> RFP and project deliverables <br /> 2. Technical approach to the project, proposed tasks, and timeline to 25 <br /> complete work <br /> 3. Project Organization 25 <br /> 4. Consultant's capability and capacity to perform project 20 <br /> 5. Total cost of proposed services 15 <br /> Total 100 <br /> 19 <br /> 20 Through the proposal evaluation process, the review committee has unanimously <br /> 21 recommended Clarion Associates for contract award. Clarion is a nationally recognized land <br /> 22 planning and zoning consulting firm with offices in Chapel Hill and Denver. The Clarion team is <br /> 23 also joined by Equinox and Tate Consulting. Equinox brings additional tools and expertise in <br /> 24 the areas of land and water resources protection, implementation of sustainable strategies, <br /> 25 creation of healthy living opportunities, and development of land in an environmentally <br /> 26 responsible way. Tate Consulting will provide additional facilitation expertise to the team and <br /> 27 has led successful community engagement efforts that address diversity, equity and inclusion, <br /> 28 as well as environmental justice issues. <br /> 29 <br /> 30 Key Principles and Components of the CLUP Project <br /> 31 The Plan will be grounded in the principles of social equity, and synthesize and build upon <br /> 32 previous outreach efforts and relevant aspects of recent County initiatives in the areas of transit, <br /> 33 housing, climate, and strategic planning.
