He said this would <br /> 10 change the allocation of Article 46 funds for each district. <br /> 11 Chair Bedford said the total dollar amount is exactly the same. <br /> 12 Vice-Chair McKee asked how Chapel Hill-Carrboro City Schools (CHCCS) gains funding <br /> 13 and Orange County Schools (OCS) loses funding based on the proposed formula change. <br /> 14 Chair Bedford said the Board funds the per pupil amount for operating for charter <br /> 15 students, however, she said it doesn't make sense to include charter students in the ADM for <br /> 16 technology because they are not in OCS to use the technology. <br /> 17 Commissioner Fowler said for operations, both districts have to fund charter schools, so <br /> 18 the per pupil amount flows out to charter schools. She said Article 46 money used for <br /> 19 technology does not flow out to the charter schools. She said this amendment would help fund <br /> 20 the students who are actually in the school buildings equitably, so they all get the same amount. <br /> 21 Vice-Chair McKee said he is missing how OCS would lose funding and CHCCS would <br /> 22 gain funding. <br /> 23 Chair Bedford said this amendment would actually make the ADM ratios more equitable <br /> 24 for students in each district for the purposes of technology funding. <br /> 25 Vice-Chair McKee said he plans to vote against this amendment.
