Many of the projects in <br /> 6 the CIP will rely on debt financing to fund the projects. <br /> 7 <br /> 8 The items below include revisions made to the following Capital Projects since the presentation <br /> 9 of the Manager's Recommended Capital Investment Plan on April 4, 2023: <br /> 10 <br /> 11 As a part of the annual budget process, adjustments are made to the allocation of school <br /> 12 funding based on changes to the FY 2023-24 budgeted average daily membership <br /> 13 (ADM) percentages. At the time of the Capital Improvement Plan presentation, only FY <br /> 14 2022-23 ADM information was available. The impact of these numbers changed the <br /> 15 CHCCS percentage from 58.78% to 58.44%, and changed the OCS percentage from <br /> 16 41.22% to 41.56%. She said <br /> 24 this amendment proposes changing the formula for distribution of Article 46 proceeds to the <br /> 25 school districts to exclude charter students. She said this money is used for technology and <br /> 26 does not flow out to charter students like the per pupil funding does. She said it doesn't make <br /> 27 sense to fund technology for students who are not in the building. She said she is not proposing <br /> 28 changing all of capital funding to exclude charter students in the formula because there are still <br /> 29 fixed costs associated with capital that would not change because a group of students goes to a <br />
